A new European project to establish an " electronic Payment Systems Observatory" (ePSO) was launched in June 2000. The project is being realised by the Institute for Prospective Technological Studies (IPTS), one of the eight institutes belonging to the Joint Research Centre of the European Commission.

One of the activities of the observatory is the publication of a monthly electronic newsletter, presenting and commenting on developments and events in the field of Internet payment systems and electronic commerce.

ITAS has been charged with the production and publication of this newsletter, ePSO-N.

ITAS already has experience with the publication of a newsletter and an electronic forum for discussion accompanying a project on electronic payment systems on the Internet for the Federal German research and education ministry (BMBF). A modification of the approach employed here will be made fruitful in the European context. In contrast to the German project, a network of international correspondents is being set up to ensure qualified geographical and subject coverage. In recruiting the correspondents, ITAS can build on its contacts from the German electronic payment systems project (PEZ) and from a recent past project for the European parliament, in which the IPTS and ITAS also cooperated.

The electronic newsletter is expected to raise general awareness of the problems involved and to stimulate discussion. A total of 15 issues of the newsletter are planned until the end of 2001. During this period, the newsletter will be available free of charge. It will either be delivered regularly by e-mail to registered subscribers, or it can be viewed in HTML or downloaded in a choice of formats (pdf, word/rtf) by visitors to the ePSO project web-site.

Readers’ reactions to the newsletter are most welcome and will be published. The archive of the newsletter will also be available on the WWW.

The entire ePSO project is located within the framework of the ISIS programme (Information Society Initiative in Standardization) and is partly financed by Directorate General Enterprise. In the words of the IPTS one of the main goals of the Euopean observatory is "to exchange and thus contribute to promoting the efficiency of e-payment systems at a European level".

For this purpose, a number of reports on selected thematic aspects will be prepared, for example on the development of Internet payment systems, on new financial services on the Internet, on issues of security and data protection and on complex protocols for e-commerce. At the core will stand the attempt to bring together and commit in a targeted discussion in a "forum" a broad circle of interested and involved parties. This will be complemented by a comprehensive presentation on relevant topics on the WWW.

Visitors to this project page are cordially invited to subscribe to the newsletter and to follow this new publication critically.

The first issue will be published in July. We will announce this and exact details for subscription or other means of access on the news section of the ITAS WWW server.

Im Juni 2000 begann ein neues europäischen Projekt zur Etablierung eines " electronic Payment Systems Observatory" (ePSO). Durchgeführt wird dieses Projekt vom (IPTS) (Institute for Prospective Technological Studies), einem der acht Institute der Europäischen Forschungsstelle.

Zu den Aktivitäten des "Observatoriums" gehört auch die Publikation eines monatlich erscheinenden elektronischen Newsletters, der Entwicklungen und Ereignisse im Bereich der Internet-Zahlungssysteme und des elektronischen Handels vorstellen und kommentieren wird.

Mit der Erstellung und der Herausgabe dieses Newsletters ePSO-N wurde ITAS beauftragt.

ITAS hat bereits in einem Projekt für das BMBF zu elektronischen Zahlungssystemen im Internet (PEZ) Erfahrungen mit der projektbegleitenden Herausgabe eines elektronischen Newsletters und einem elektronischen Diskussionsforum gesammelt. Dieser Ansatz soll nun modifiziert im europäischen Kontext fruchtbar gemacht werden. Dazu wird, anders als in dem deutschen Projekt, ein Netzwerk von internationalen Korrespondenten aufgebaut, das das breite Themen- und Länderspektrum qualifiziert abdeckt. Bei der Rekrutierung der Korrespondenten kann ITAS insbesondere an Kontakte aus dem auf Deutschland bezogenem Projekt (PEZ) und einem vorhergehenden Projekt für das Europäische Parlament anknüpfen, in dem IPTS und ITAS bereits zusammenwirkten.

Von dem elektronischen Newsletter wird vor allem eine Steigerung des allgemeinen Problembewusstseins und die Stimulierung der Diskussion erwartet. Insgesamt sind 15 Ausgaben des Newsletters bis Ende 2001 vorgesehen. Der Newsletter ist in dieser Zeit kostenlos erhältlich. Er wird entweder nach vorheriger Anmeldung regelmäßig per e-mail zugestellt, oder kann auf der Web-Site des ePSO-Projekts als HTML-Datei eingesehen bzw. von dort in verschiedenen Formaten (pdf, word/rtf) abgerufen werden.

Leserreaktionen auf den Newsletter sind übrigens willkommen und werden auch publiziert. Über das WWW wird außerdem das Archiv des Newsletters zur Verfügung gestellt werden.

Das Gesamtprojekt ePSO ist im Rahmen des ISIS-Programms (Information Society Initiative in Standardization) angesiedelt und wird von der Generaldirektion Unternehmen teilfinanziert. Ein Hauptziel dieses europäischen "Observatoriums" ist in den Worten des IPTS "to enhance the information exchange and thus contribute to promoting the efficiency of e-payment systems at a European level".

Zu diesem Zweck werden Berichte zu ausgewählten thematischen Schwerpunkten verfasst, so zur Entwicklung der Internet-Zahlungsinstrumente, zu neuen Finanzdienstleistungen im Internet, zu Sicherheits- und Datenschutzfragen und zu komplexen E-Commerce-Protokollen. Im Mittelpunkt wird der Versuch stehen, einen großen Kreis von Interessenten und Involvierten in einem "Forum" zusammenzubringen und in gezielte Diskussionen einzubinden. Ein umfassendes thematisches WWW-Angebot soll das Angebot abrunden.

Die Besucher unserer Projekt-Seite sind herzlich eingeladen, den Newsletter zu bestellen und das neue Organ kritisch zu begleiten.

Die erste Ausgabe wird im Juli erscheinen. Wir werden darauf und auf die genauen Bezugsmöglichkeiten gesondert unter der News-Rubrik auf dem ITAS-WWW-Server aufmerksam machen.
