Bilbao, Spain, 24 - 26 April 1996
The city of Bilbao is pleased to announce a major European conference on urban transport, which will take place in Bilbao at the end of April 1996. The conference is supported by Bilbao's partner cities in the JUPITER consortium, the European Commission's Directorate General for Energy (DG VXII), and the European Commission's Directorate General for Transport (DG VII).
JUPITER (Joint Urban Project In Transport Energy Consumption) is an initiative to develop energy efficient transport policies by collaboration between cities in different EU member states. JUPITER-1, which started in 1993 and ends in 1996, includes demonstration projects in the cities of Aalborg (Denmark), Bilbao (Spain), Florence ((Italy), Gent (Belgium), Liverpool (UK) and Patra (Greece). The project is supported by the European Commission through the THERMIE Programme. JUPITER-2 plans to develop and extend the work over the period 1997 to 1999, and will incorporate additional cities including Heidelberg (Germany) and Nantes (France). JUPITER's demonstration projects involve integrated measures covering many different aspects of urban transport, including public transport systems, traffic management and control, parking, and land use policy.
Cities throughout Europe face common problems of increasing pressure on urban space and movement as a result of continued growth in the use of private cars. The consequences of such growth are very familiar and include intolerable levels of traffic congestion, difficulties for public transport users, cyclists and pedestrians, and adverse environmental conditions. At a global level, this process increases the consumption of energy and contributes to global warming. Common solutions to these problems are urgently required for the benefit of all the citizens of Europe.
The aims of the conference are to share experiences between cities and other actors involved in urban transport projects designed to address the above problems, and to consider the needs for the future development of balanced transport policies, by linking two main themes of direct relevance to the transport aspects of the European Union's Fourth Framework Research and Development Programme. The themes are:
_ the implementation of urban transport policies resulting in a more rational use of energy, and
_ the development of efficient inter-modal transport policies and infrastructure in urban areas.
A number of projects are underway in the city of Bilbao which make it an ideal location to host the conference:
_ Bilbao has a strategic vision to transform the cultural and economic life of the city during the next ten years. Innovative transport policies are an essential ingredient in this strategy.
_ As part of its work under the JUPITER initiative, Bilbao has already introduced new city buses fuelled by Compressed Natural Gas, and is making public transport more accessible and easy to use by measures such as new inter-modal interchanges and advanced information systems for travellers.
_ During 1995, the first line of the city's remarkable new metro system was opened.
The conference will be addressed by representatives of the European Commission, Members of the European Parliament, representatives of the Committee of the Regions, and representatives of the city authorities. Technical sessions covering the two main conference themes will present the results of a variety of European city projects, and technical visits to see the Bilbao projects will be organised. The conference languages will be Spanish and English.
The conference will be of interest to all those concerned with the development and implementation of innovative urban transport policies in the cities of Europe, including political representatives and technical experts in European, national, regional and city institutions, representatives of the transport industries, and researchers.

Seit den achtziger Jahren haben Fragen des betrieblichen Umweltschutzes und der Umweltschutzleistung von Unternehmen zunehmend an Bedeutung gewonnen. In Abhängigkeit der jeweiligen nationalen Managementkultur und der umweltpolitischen Rahmenbedingungen wurden in den vergangenen Jahren in verschiedenen Ländern zukunftsweisende Instrumente und Ansätze des Umweltmanagements entwickelt und praktiziert. Diese sind jedoch in den jeweils anderen Ländern wenig bis gar nicht bekannt.
Damit dies nicht so bleibt, führt die vom IOEW - Institut für ökologische Wirtschaftsforschung, Berlin, veranstaltete Tagung "Schritte zum nachhaltigen Unternehmen - Erfahrungen und Konzepte aus zehn Ländern", die international innovativsten Ansätze des Umweltmanagements zusammen. Mit den Workshops und den in der Poster Session vorgestellten zukunftsweisenden Projekten und Initiativen im Umweltmanagement soll die Tagung zum Diskussionsforum und zur Informationsbörse für aktuelle und zukünftige Entwicklungen werden.
Vorgestellt werden u.a.:
_ Neue Konzepte des Umwelt-Auditings (Großbritannien)
_ Umweltkennzahlen als Managementinstrument (Norwegen)
_ Umweltschutz im Total Quality Management (Japan)
_ Öko-Benchmarking - die Umweltschutzleistung im Branchenvergleich (Finnland)
_ Stoffstrommanagement - Unternehmenskooperationen entlang der Produktlinie (Deutschland)
_ Umweltkostenrechnung - Kostensenkung durch Stoffflußanalyse (Deutschland).
In einer abschließenden Podiumsdiskussion sollen "Schritte zum nachhaltigen Unternehmen - Aufgaben bis 2010" diskutiert werden.
Die Veranstaltung steht unter der Schirmherrschaft der Umweltministerin des Landes Niedersachsen, Monika Griefan.
Konferenzsprachen sind Deutsch und Englisch. Alle Plenumsvorträge und -diskussionen werden simultan übersetzt. Eine Simultanübersetzung in den Workshops erfolgt in Abhängigkeit des bei der Anmeldung ermittelten Bedarfs.

In einem zweitägigen Seminar, das sich an die Anwender aus Maschinen- und Apparatebau vorzugsweise kleinerer und mittlerer Unternehmen wendet, werden die Eigenschaften, Anwendungen, Herstellung und neueste Entwicklungstendenzen keramischer Werkstoffe geschildert, aber auch insbesondere auf die Prinzipien keramischer Konstruktionen und die Randbedingungen der betrieblichen Implementierung der Keramiktechnologie eingegangen.
Karlsruhe, 17. - 21. Juni 1996
In einem einwöchigen Praktikumskurs werden die Grundlagen für die Praxis der Wasseranalytik vermittelt. Dabei werden die wesentlichen Wasserschadstoffe und die zu ihrem Nachweis verwendeten analytischen Methoden, die Probenahme und Probenvorbereitung, die Ermittlung von Summenparametern, Schnelltestverfahren und die instrumentelle Wasseranalytik, biologische und biochemische Analysenverfahren, Fragen der Qualitätssicherung und die rechtlichen Bestimmungen zum Wasserschutz behandelt.
Der Kurs wendet sich an Naturwissenschaftler, Ingenieure und Techniker, die an aktuellen Trends der Wasseranalytik interessiert sind.

Bereits 1993 wurden Verwaltungsvorschriften zur Beschleunigung
der Genehmigungsverfahren erlassen, die aber erfahrungsgemäß
nicht ausreichend bekannt sind. Das eintägige Seminar soll
zur weiteren Verbreitung schon jetzt geltender Grundsätze
und Verwaltungsvorschriften beitragen sowie Erfolge und Grenzen
bei ihrer Anwendung an Beispielen aus der Praxis darstellen.
Das Seminar wendet sich an die Führungsebene und die Umweltschutzbeauftragten
insbesondere von mittelständischen Unternehmen.
"Thermische Abfallbehandlung" (Kennziffer: U14)
Karlsruhe, 24. - 25. Juni 1996
Ausgehend von den technischen Gegebenheiten soll in dem zweitägigen
Seminar eine umfassende Darstellung des gesamten Gebiets der thermischen
Abfallbehandlung gegeben werden. Die gesetzlichen Grundlagen und
Rahmenbedingungen werden dargestellt. Für die verschiedenen
Verfahrensvarianten wird gezeigt, daß moderne Anlagen durchaus
als Schadstoffsenken und nicht als Schadstoffquellen anzusehen
sind.
Das Seminar wendet sich an Planer und Betreiber von Müllverbrennungsanlagen
sowie an Immissionsschutzbeauftragte, Umweltanalytiker und Mitarbeiter
von Aufsichts- und Genehmigungsbehörden sowie von Entsorgungsunternehmen.

Die Bedeutung des Elektrosmogs nimmt durch die zunehmende Verbreitung
von Geräten, bei deren Nutzung elektromagnetische Strahlung
freigesetzt wird (Funk, Mikrowelle, usw.), gegenwärtig zu.
Seine potentiellen gesundheitlichen Auswirkungen werden in der
Öffentlichkeit, aber auch in der Wissenschaft kontrovers
diskutiert. In diesem eintägigen Kurs wird der aktuelle Wissensstand
zu Emittenten, Messungen der Emissionen, Gefahren für Mensch
und Umwelt, Schutzmaßnahmen und gesetzliche Regelungen dargelegt.

War noch vor einigen Jahren die Technik der Hauptgegenstand von Veranstaltungen zum Thema Multimedia, so hat sich das Bild inzwischen gewandelt. Zuverlässigkeit und Leistungsfähigkeit der Technologie sowie der Verbreitungsgrad von Computern, CD-ROM-Laufwerken und Online-Anschlüssen haben schnell zugenommen, so daß heute immer stärker die Inhalte in den Vordergrund rücken. Dafür steht der Deutsche Multimedia Kongreß '96. Welche neuen Möglichkeiten erschließen multimediale Anwendungen, z.B. für die Arbeit von Werbefachleuten, Juristen, Medizinern, Bankern oder Journalisten? Wie sehen Kosten und Nutzen aus? Der Dienstag beginnt mit einer Zwischenbilanz: Wo stehen die Online-Dienste im Jahr 1996? Führende Vertreter von America Online, Europe Online und T-Online sind eingeladen, Stellung zu nehmen. Haben sich die hochgesteckten Erwartungen der Online-Dienst-Anbieter erfüllt? Ist es gelungen, die Zielgruppen anzusprechen?
Anschließend diskutieren unter dem Motto "The Multimedia Weather Report" Vertreter führender Meinungsforschungsinstitute. Die Teilnehmer analysieren Treffer und Fehleinschätzungen. Sie stellen schließlich die Frage: Wie realistisch sind Prognosen für den Multimedia-Markt der Zukunft? - Zeitgleich findet eine Diskussionsrunde über Marketing und Werbung im Cyberspace statt. Dieser Programmteil steht unter dem Titel "Multimedia Marketplace" und wird in Zusammenarbeit mit dem Deutschen Kommunikationsverband BDW veranstaltet.

The European Commission (DG XIII) and the Statistical Office of the European Communities (EUROSTAT) are organizing an international conference, entitled "Innovation Measurement and Policies", due to be held in Luxembourg on 20-21 May 1996.
Technological innovation is a prime factor for sustainable growth and competitiveness of enterprises world-wide and innovation measurement is becoming an important tool for strategic decisions at enterprise and public policy level. Over the past years, considerable effort has been devoted to the development and use of specific indicators for measuring innovation in firms. Wide discussions have been held on how to use these indicators for policy measures. This increased interest has also revealed gaps in the data presently available as well as the indicators and methods developed.
Community Innovation Survey
The Community Innovation Survey (CIS) is a new Commission action aimed at defining and measuring innovation in a comparable and comprehensive way throughout the Union. Over 40,000 enterprises have participated in this experiment in measuring innovation processes in manufacturing and services in most Member States. The Commission has launched twelve large-scale projects to exploit this information in order to provide a global picture of the innovative performance of European enterprises.
The conference will deal with the development and use of innovation indicators, their relevance to innovation promotion and policy, and the need for new indicators to support sustainable policy developments in this area. The objective is to build on the lessons learned from past experience and move towards improved tools and policies. The event is aimed at policy makers, academics, consultants and managers concerned with the different aspects of innovation. Speakers will include practitioners, policy makers, academics and analysts.
The themes to be covered are:

An international symposium on "Work in the Information Society" will be held in Helsinki, Finland, on 20-22 May 1996. The symposium is being organized by Finnish Institute of Occupational Health (FIOH), in collaboration with the European Commission (DG V) and the International Labour Office (ILO). The event is also being sponsored by the World Health Organization (WHO) and the Finnish Work Environment Fund.

A European conference on "Multimedia applications, services and techniques", ECMAST'96, will be held in Bordeaux, France, on 20-24 May 1996.
The objective of the conference, which is sponsored by DG XIII of the European Commission, is to provide an open forum to monitor and anticipate the development of technologies that make multimedia applications possible.
ECMAST'96 is the first issue of a recurrent event launched by a group of major European industrialists together with the European programmes RACE (Research and development in Advanced Communications technologies in Europe) and ACTS (Advanced Communications Technologies and Services) and COST-237. Contributions are invited, from both inside and outside Europe, in the following areas:
- Production and creation;
- Coded representation of images, sound and data;
- Multimedia delivery on broadcast networks;
- Multimedia on telecom and professional networks;
- Servers, terminals and storage;
- Services.

The Development & Project Planning Centre of the University of Bradford and the EIA Centre, University of Manchester, will organize the Conference "Integrating Environmental Assessment and Socio-Economic Appraisal in the Development Process" on May 24 - 25, 1996. The Conference will be held at the Development and Project Planning Centre, University of Bradford.
Consideration of the potential environmental effects of development policy and investment decisions is now standard practice in many developing economies. Various procedures, including particularly environmental impact assessment (EIA), have been developed to systematise this practice. At the same time, a number of variants of cost-benefit and multi-criteria analysis have been developed in an attempt to accommodate social, economic and environmental impacts in overall appraisal and decision-making. However, the relationship between these different procedural and technical developments and more particularly, how satisfactorily they can be integrated, has received insufficient attention.
This conference will focus on recent developments in EIA and socio-economic appraisal, and more particularly, on the theory and practice of integrating these different approaches within the development process. Topics to be covered will include:
- methods of economic, social and environmental appraisal: their consistencies and inconsistencies;
- procedures and methods for integrating environmental, social and economic impacts with planning, appraisal and decision-making in the development process;
- recent case experience in the practical application of EIA, CBA and multi-criteria analysis in planning, appraisal and decision-making;
- current issues in the combined use of EIA and socio-economic appraisal techniques and future research needs.
The Conference is intended for those with interests, from an economic, social or environmental perspective, in integrated appraisal and decision-making within the development process. These include practitioners in developing countries, staff in international and national aid agencies, consultancies and NGOs, and academics and researchers with interests in development and environmental issues.

Dieser Workshop ist der erste in einer Reihe von drei Workshop-Veranstaltungen, die an den vom "Zentrum für Interdisziplinäre Technikforschung" der TU Dresden und dem Büro Dresden der Friedrich-Ebert-Stiftung organisierten Workshop "Leitbilder für nachhaltige Technikgestaltung" anschließen.
In diesen Workshops sollen die wesentlichen Problemfelder des "sustainable development" einer intensiven Diskussion unterworfen werden. Die weiteren Workshops werden sich mit den Komplexen "Umweltverträglichkeit" und "Ökonomieverträglichkeit" beschäftigen.
Bei "Sozialverträglichkeit" geht es nach dem Verständnis der Veranstalter um die Abschätzung zu erwartender Veränderungen von sozialen Beziehungsgeflechten auf betrieblicher wie gesamtgesellschaftlicher Ebene bei gleichzeitiger Forderung nach Erhaltung von sozialer und politischer Stabilität als wichtigste Voraussetzung für eine nachhaltige Entwicklung.
Der Workshop soll den Rahmen für eine interdisziplinäre Diskussion bilden. Anmeldungen für Referate sind erwünscht.

The latest Information Technology (IT) World Congress, "Technology and Services in the Information Society", will be held in Bilbao, Spain, on 3-5 June 1996.
This edition of the biennial IT World Congress will be hosted by the Spanish Information Technology Companies Association (SEDISI), and follows on from the last World Congress, held in Japan in 1994.
The congress is directed at IT business executives and leading users. The draft agenda includes plenary sessions on:

Die Tagung ist der abschließenden Darstellung und Auswertung der Ergebnisse des Diskursprojektes des Wissenschaftszentrums Berlin "Folgenabschätzung und Bewertung des Einsatzes herbizidresistent gemachter Kulturpflanzen in der Landwirtschaft" sowie der ausführlichen Diskussion der politischen Konsequenzen des TA-Verfahrens gewidmet.
Der erste Tag dient der Einführung in das "Konzept der partizipatorischen Technikfolgenabschätzung" sowie der Darstellung der "Resultate des TA-Verfahrens". An den nachfolgenden Tagen referieren Projektbeteiligte wie Externe zu den zwei Themenblöcken "Zur Bewertung des TA-Verfahrens" und "Das TA-Verfahren zur Herbizidresistenz und die Entwicklung von Partizipation in modernen Demokratien". Es ist jeweils eine anschließende Diskussion vorgesehen. Am Nachmittag des zweiten Tages findet eine Podiumsdiskussion unter dem Titel "Welche politischen Konsequenzen ergeben sich aus den Resultaten des Verfahrens zur Technikfolgenabschätzung für transgene Pflanzen" statt.

Workshop "Biotechnology and Bioethics"
Bilbao, Spain, 1 - 5 July 1996
An advanced workshop on biotechnology and bioethics will be held in Bilbao, Spain, on 1-5 July 1996. The workshop is being organized by the Spanish University of Deusto, within the framework of the Community's specific R&D programme in the field of biotechnology.
In recent years, much debate has been conducted on bioethics in relation to biomedical sciences and biotechnologies and this issue is becoming increasingly important. The workshop is intended to offer participants the opportunity to discuss ethical and legal aspects of applying biotechnology in the health sector and related industries. The objective is to help participants to identify ethical and legal problems which may occur in the pursuit of their activities and guide them as to how to solve these problems.
The workshop will contribute to the preparation of the European Doctorate in biotechnology, which is presently being developed in collaboration with the European Commission. The event is aimed primarily at postgraduate students of medicine, biology, chemistry, pharmacy, ethics, philosophy and law. Other participants will include scientists and professionals working in hospitals, the pharmaceutical industry, other related industries and experimental farms, as well as professors and academics working in these fields. Participants will be selected on the basis of their professional experience in, or knowledge of, biotechnology. They will also be required to have an adequate understanding of English, Spanish or French.
Participants will be selected on the basis of their CV and a letter explaining the reasons for their interest in this workshop. These should be submitted approximately three months before the event.

International Congress on Sustainability "Challenges of Sustainable Development"

The International Network of Engineers and Scientists for Global Responsibility (INES) announces the international congress "Challenges of sustainable development" to be held in Amsterdam, The Netherlands, 22 - 25 August 1996.
The congress will address scientists and engineers as well as policy-makers, development and environmental experts, and economic practitioners. In plenary sessions, speakers from a wide range of countries will discuss problems of global sustainability. In addition, there will be twenty parallel workshop meetings, where the ethical, economic, technical, political and security dimensions of sustainability will be treated in detail. The goal of the congress is to clarify the possibilities of, and the obstacles to, achieving sustainability of development in all parts of the world.

European Liquid Biofuels Forum
Graz, Austria, 22 - 25 September 1996
The second European Liquid Biofuels Forum will take place in Graz, Austria, on 22 - 25 September 1996. The forum is being organized by JOANNEUM RESEARCH at the initiative of the European Commission's specific RTD programme for the promotion of renewable energy sources in the Community (ALTENER).
The first Motor Biofuels European Forum took place in Tours, France, in May 1994. Since then, significant developments have been made in the use of biodiesel in France, Germany, Italy, Belgium and Austria, and productions have started in Ireland, Spain, Sweden and the United Kingdom. In addition, bioethanol entered the gasoline markets through the ETBE-line as produced and distributed in France by three companies, while research on production from lignocellulosis progressed in Sweden.
Community policy for the next decade
The present event is designed to offer a forum for the coordination, explanation and display of Community policy concerning liquid biofuels for the next decade. Each area of liquid biofuels policy will be addressed over the three days of the Forum, from raw material to production and marketing.
In particular, a number of technical and non-technical barriers remain to be addressed in the fields of:
- Assured supply of large volumes of cheap raw materials (Blair House limitations);
- Sufficient demonstration of the advantages of complex products in a macro-economic context;
- Enhanced collaborative links with industry;
- Awareness of the advantages of biofuels to policy-makers at the international and the national level.
Sessions will include:
- A progress report on the past two years;
- The production of biofuels: feedstocks and conversion technologies;
- Specificity of biofuels;
- Need for joint industry/government collaboration towards implementation;
- Conclusions and commitments for the future.
The Forum will also include an exhibition of operations being carried out in the area of biofuels and large exhibition spaces may be reserved within the City of Graz itself.
Conference languages will be English, German, French and Italian.

Objectives and main themes of the conference
Having discovered itself again as a single continent, Europe faces the difficult challenge of building up an European "Common House". This presupposes research and definition of an integrated approach towards safety, environmental and development issues, and equal cooperation among Central, Eastern, and Western European countries.
The theme of this conference "New Europe - Transformation and Environmental Issues" is articulated in three different aspects which will be studied during the meeting:
- the concept of transformation and the change process on the European continent after 1989;
- the perspective of sustainable development in the new European situation, with the aim of verifying the meaning of "sustainability" and of finding ways of fulfilment;
- the reform of consumption patterns and of ways of life which have strong environmental impacts. Examples will be presented on the different experiences and perspectives in Eastern and Western European countries .
Workshops will be organized on
1. Environmental Ethics and Policies
2. Environmental Ethics and the Economy
3. Environmental Ethics and Socio-Cultural Aspects.
The goals of this conference are, first, to work out ethical strategies able to influence environmental policy choices; second, to achieve cooperation and communication between independent institutions such as centres of training and research, grass-roots movements, the churches, local and regional institutions working on environmental issues in Central, Eastern and Western European countries.
Who should attend?
The Conference is addressed at scholars and specialists of universities and Centers of Research, teachers and people of education, activists and leaders of NGO's, local political an economical decisionmakers and authorities, civil servants of European International Organizations, journalists and information operators.
The number of participants will not exceed 150 and an equal presence from Eastern and Western people will be assured.
Call for papers
Persons interested to propose a paper on one topic of the Conference should send a Synopsis (minimum one page, maximum ten pages, with 2000 characters, in English or in another language with an English summary) to the Scientific secretariat of the Conference not later than April 30,1996.

US$ 50. Including Conference services and documentation. For the people coming from Central and Eastern European Countries a support for travel and accomodation expenses will be assured.

Programme and Preliminary Themes of the IATAFI '96 Conference
Sustainable development is today high on several agendas, including those of scientists and engineers. Since the Rio Conference in 1992 and the adoption of the Agenda 21 action programme, the awareness has been rising that global sustainable solutions to todays many problems that challenge the future of the Earth and its population, will only be possible when based on specific science and technology policies.
Indeed, one of the main issues in Agenda 21 is the role of technologies and technology policies. It has been stressed that making the right choices in technology will be crucial and that environmentally sound technologies have to be developed. This urges to inquire on how Technology Assessment can be used in linking technology policies with the societal needs as expressed in Agenda 21.
Also, a critical mass of scientists and engineers is needed - especially in developing countries - for contributing to the fabrication of environmentally sound technologies. Science is today undoubtedly the basis for agricultural and industrial development, as well as for meeting the world's increasing energy demand, all this in a social, economical and political context. This will imply science foresight approaches for establishing priorities in research that are likely to yield 'sustainable' benefits and for translating those priorities into research initiatives.
The IATAFI '96 Conference will focus on both the past and future of the role of technology assessment and science forecasting as tools for implementing sustainable development policies. The main objectives of the conference are:
1. to make the link between science and technology policies and sustainable development;
2. to clarify the concepts and methods of the tools of technology assessment and science forecasting as applied to the issue of sustainable development;
3. to illustrate the main challenges in technological developments in areas such as: nuclear developments, space developments, energy/environmental technologies and basic need technologies (biodiversity, collective vs. individual needs);
4. to discuss the cultural, democratic challenges and the ethical aspects related to technological developments.
Contributions and invited speakers will cover the above programm. At the time being, the following structure for the conference is put forward:
I. The role of forecasting in achieving sustainable development:
- the nature and organisation of research and technology forecasting and the challenge of sustainable development;
- case studies;
- instruments for forecasting applied to sustainable development issues.
II. The role of TA in achieving sustainable development:
- the nature and organisation of technology assessment and the challenge of sustainable development;
- case studies;
- instruments for TA applied to sustainable development issues.
III. Institutional actors and the challenge of using TA and forecasting in building sustainable development capacities :
- the role of the international governmental and non-governmental organisations;
- the role of industry;
- the role of local and national public authorities.

Die Mittweidaer Fachtagung hat das Ziel, durch kreative Denkanstöße, produktfördernde Entwicklungs- und Konstruktionsmechanismen sowie produktionsfördernde Techniken und Technologien, aber auch wirtschaftsfördernde Organisationsinstrumente, Wissenschaftler und Praktiker zusammenzuführen.
Eine der Tagungsgruppen heißt: "Die Ausbildung von Ingenieuren - Erfahrungen - Probleme - Prognosen". Dieser Arbeitskreis wird sich den Anforderungen an eine moderne Ingenieurausbildung widmen. Sowohl die Diskussion um die Vermittlung innovativer Technologien als pädagogisch-rezeptiver Problemstellung als auch eine Erörterung der Wirkungen innovativer Technologien auf den Prozeß der Ingenieurausbildung sollen wesentliche Inhalte sein.
