GLOBE Conference "Responding to Climate Change"
Linz/Austria, 6 September 1996
On September 6th, 1996, the GLOBE organisation will hold a conference in Linz, Austria, where members of parliament from the entire European continent will develop a parliamentary agenda to tackle Climate Change. We have also decided to open up the event to a limited number of observers with a recognized interest in energy and Climate Change policies.
Speakers of the one-day conference will be parliamentarians and environmental ministers of European countries and high officials of international organisations, such as IPCC, WHO, European Environmental Agency.

What the conference will achieve and how
The objectives are:
_ To provide the essential information for members of parliament to develop an opinion on the way "Europe and the United Nations should react" to the risk of Climate Change.
_ To help establish a basis upon which parliamentarians can initiate an informed debate and concrete legislation inside their own parliament.
_ To launch a parliamentary campaign to promote that debate.
Participation
Two members from each Parliament in Europe have been invited to the Linz conference. It is proposed that one should be appointed by the Committee responsible for Energy, and the other by the Committee covering environmental issues.
Relevant observers from all European countries will also be invited to attend the Conference. They will include energy experts, government officials, representatives of environmental organisations and business representatives.
Preparatory documents
A scientific report will be commissioned outlining the knowledge available and policy options open to decision-makers.
The Conference will be invited to discuss a Position Paper and a Parliamentary Action Plan.
Parliamentarians will be asked to submit their parliament's position on Climate Change in advance of the Conference for distribution before the event.
What will come out of the conference?
Once adopted, the conference documents, backed up by a scientific report, will form the basis of GLOBE's parliamentary campaign "Responding to Climate Change".
The Campaign will consist in encouraging Europe's parliaments:
(1) to discuss the evidence concerning current changes in climate;
(2) to consider the discussions within the UN, and the commitments to be made by the world's governments at the next Conference of Parties of the Climate Convention; and
(3) to consider what the EU should do.

The "GLOBE Europe Network" aims to promote and assist joint action and exchanges among parliamentarians in all European countries who wish to work for a better protection of the environment.

At the first Conference of the Parties to the United Nations Framework Convention on Climate Change, held in Berlin in March 1995, the Climate Technology Initiative (CTI) was adopted. One of the provisions of the CTI is to "assess the feasibility of developing longer-term technologies to capture, remove or dispose of greenhouse gases and strengthen relevant basic and applied research." This provision coincides with a major objective of the International Conferences on Carbon Dioxide Removal (ICCDR).
ICCDR-1 was held in March 1992, in Amsterdam and represented the first major gathering of researchers in the field of CO2 capture, disposal, and utilization. Two years later, ICCDR-2 was held in Kyoto, solidifying the reputation of the ICCDR as the premier conference in its field. ICCDR-3, to be hosted in the United States, will continue the tradition of excellence established in The Netherlands and Japan.
ICCDR-3 is being organized by the MIT Energy Laboratory and will serve two types of attendees-persons or organizations interested in understanding the role CO2 removal can play in helping mitigate potential climate change, as well as scientists doing research in CO2 capture, disposal, or utilization. Besides the formal presentations, the conference will provide ample opportunities for informal discussions with the world's leading researchers in this field.
The language of the Conference will be English, with no simultaneous translation.

From September 9-12, 1996, the 2nd Practical Conference on Sustainable Development: Systems Analysis in Ecology will be held at the Sebastopol Technical University. The Conference is organized under the auspices of the Ukrainian Ministry of Education.
The main conference topic is the application of systems analysis approaches to problems of sustainable development and ecological safety. The Conference will focus on the use of mathematical methods in ecology and environmental sciences. Besides, the political, legal, and economic aspects of sustainable development will be considered. Discussions on ecotoxicology, bioindication, ecological medicine and ecological recultivation are also included in the conference programme.
In addition, the programme includes the Annual Meeting of the Eastern and Central European Society of Mathematical Ecology (ECESME), the Central and Eastern European Regional Meeting of the International Society of Ecotoxicology and Environmental Safety (SECOTOX), round-table discussions on "Ecological Problems of the Black Sea", and "Women and Ecology".
The official language of the conference is English.

A European summer school on "Regional policy of the Information Society and telecommunications" will be held in Alicante, Spain, from 23 to 26 September 1996.
The school aims to introduce policy-makers from regional authorities to areas of interest in the development of regional strategies and plans for the Information Society and telecommunications. In addition, the summer school will present the experiences of the Inter-regional Information Society Initiative (IRISI), an initiative of the European Commission, DG XIII and DG XVI.
The school programme will include sessions on EC policy and on the components of a regional policy, as well as case studies of regional projects.
The summer school will be conducted in English and Spanish.

Das Symposium wird jährlich vom Fachausschuß 4.6 "Informatik im Umweltschutz" der Gesellschaft für Informatik veranstaltet. Es dient dem Erfahrungsaustausch zwischen Forschung, Entwicklung und Anwendung in allen Fragen des umweltbezogenen Informatik-Einsatzes.
Das diesjährige Symposium knüpft an die Tradition und die Fachdiskussionen der früheren Tagungen an. Schwerpunktthemen in diesem Jahr sind Leitsysteme und ihre ökologischen Auswirkungen, Metainformationssysteme und Integrationskonzepte, Führungs- und Geoinformationssysteme, ökosystemare Umweltbeobachtung sowie Simulation und Modellbildungen. In das Symposium sind ferner zwei Workshops "Informatik, Verkehr und Umwelt" sowie "Computerunterstützte Ausbildung" (Beginn voraussichtlich schon Sonntag, den 29.9.96) integriert.
Wie in jedem Jahr sind Wissenschaftler, Entwickler und Anwender aus verschiedenen Fachgebieten zum Symposium eingeladen. Es ist die Hoffnung der Veranstalter, daß sich zwischen Theorie und Praxis, zwischen öffentlichen und privaten Institutionen spannende und fruchtbare Diskussionen entwickeln werden. In mehr als fünfzig Referaten wird über aktuelle Projekte berichtet, und zahlreiche kommerzielle und nicht-kommerzielle Aussteller werden praxisreife Produkte präsentieren.

This year's symposium takes up the traditional topics and specialist discussions of previous meetings. The Second European Conference on Sustainable Cities and Towns will take place in Lisbon, Portugal, from 6 to 8 October 1996. It is organized by the City of Lisbon, with support from DG XI/D of the European Commission.
The Conference aims to analyse the results achieved and the difficulties encountered by local authorities in applying the principle of sustainability since the European Sustainable Cities and Towns Campaign was launched at the First Conference on Sustainable Cities and Towns in Aalborg, Denmark, in May 1994. It will also provide an opportunity to share experiences, identify areas where local authorities require further assistance in the creation of their Local Agenda 21 and promote intermunicipal collaboration.
Plenary sessions will be interpreted into Portuguese, English, French and German. Workshops will mainly be held in English.

For limiting the build-up atmospheric carbon dioxide, the capture and sequestration of fossil fuel CO2 is now a technological reality. From October 1996, a Norwegian oil company will dispose of CO2 in an offshore aquifer at their North Sea natural gas production site. It will be the first time CO2 removed from a gas field is injected into an underground aquifer. Both the ocean and underground disposal options have the capacity to absorb huge quantities of CO2.
For the past eight years, Japanese scientists and engineers have been very active in the research of deep sea CO2 disposal which has now reached the stage where efforts can be focused on the technology.
Very many areas of research, technology and policy are relevant to decisions about CO2 sequestration. These include the future supply and demand for fossil fuels, the possible behaviour of the ocean and the engineering of practical schemes.
The objective of the symposium is to establish an integrated framework for future R&D strategies to implement this technology.
This meeting will provide a forum for scientific discussion among experts in various fields based on past achievements throughout the world.
The Symposium is organized by New Energy and Industrial Technology Development Organization (NEDO) and IEA Greenhouse Gas R&D Programme. Deadline for Registration is October 21, 1996.

A conference on "Electronic imaging and the visual arts", EVA'96, will take place in Berlin, Germany, from 13 to 15 November 1996.
The conference will focus on issues related to multimedia production, such as case studies and tools for visitor information systems, and 3D modelling and computer graphics. It is aimed at the visual arts community, imaging systems and telecommunications researchers, the government sector, media and related sectors, and the technology supply industry.
In addition to the conference, there will be tutorials and an EC information day. The tutorials will provide participants with information on issues related to the production of commercial electronic titles, while the EC information day will look at current and future EC activities in the field of multimedia applications. In particular, it will present the Commission's task force on multimedia educational software, the ESPRIT programme for information technologies, and the INFO2000 programme for the development of a European multimedia content industry.

Diese, von verschiedenen europäischen und anderen internationalen Institutionen unterstützte Konferenz beschäftigt sich mit Möglichkeiten der Anwendung von Informations- und Kommunikationstechniken im Bereich Arbeitssicherheit und betriebliches Gesundheitswesen. Untersucht werden die Potentiale von Netzwerken und Multimedia für Informationsdienstleistungen, Ausbildung, Training und die tägliche Praxis in den Betrieben. Die Organisatoren der Konferenz legen großen Wert darauf, im Rahmen von praxisorientierten Workshops den Teilnehmern Möglichkeiten zur aktiven Mitarbeit zu bieten.
In den Workshops werden jeweils bestimmte Arbeitsvorlagen diskutiert. Diese behandeln die möglichen Auswirkungen neuerer Entwicklungen in den IuK-Techniken auf die Erzeugung, Weitergabe und Nutzung von Information sowie auf Bildung und Ausbildung zum Komplex Gesundheit und Sicherheit am Arbeitsplatz. Insbesondere soll auf die Zugänglichkeit dieser Technik für kleinere und mittlere Unternehmen eingegangen werden.
Die Konferenz soll eine Übersicht über vorhandene Ansätze geben, Strategien zur effizienten Nutzung der Informationen entwickeln, Felder mit zusätzlichem Forschungsbedarf aufzeigen und Empfehlungen für die beteiligten Gruppen ausarbeiten.
Die Konferenz ist mit einer Ausstellung verbunden. Zielgruppen sind information providers (Regierungsstellen, Institutionen im Bereich Arbeitssicherheit und Betriebsärztewesen, Praktiker und Berufsverbände), Nutzer von Informationen, sowie in der Bildung und Ausbildung Tätige.
Organisator der Konferenz ist ANPAT-NVVA (Association Nationale de Pr_evention pour les Accidents de Travail), eine belgische Vereinigung zur Verhinderung von Arbeitsunfällen, die von privaten Versicherungsgesellschaften getragen wird. Veranstaltungsort ist das European Conference Center in Brüssel. Konferenzsprachen sind holländisch, englisch, französisch und Deutsch. Die Workshops werden in englisch abgehalten.

The annual European Information Technology Conference (EITC), organized by DG III (Industry) of the European Commission is a major event in the European information technologies calendar. This year, EITC will take place in Brussels, Belgium, from 25 to 27 November 1996. It will be complemented by an exhibition that will run concurrently at the Congress Centre in Brussels.
This year's theme, "Doing business in the Information Society", will focus on electronic commerce, IT applications, enabling technologies and major take-up initiatives.
A key part of the conference, "Access to financial markets", will feature case-studies of successful innovator-investor partnerships, workshops on the many new financial instruments now available, and round tables featuring prominent investors. An intensive tutorial for SMEs on "Approaching venture capitalists" will also take place.
Two parallel sessions will be held on "Training for IT". They will present case-studies of how companies are addressing the formal and vocational training needs of their employees in IT-related skills.
The exhibition will feature company-centred stands presenting leading-edge technologies and products stemming from the ESPRIT programme and the outcome and potential of ESPRIT take-up and technology transfer actions. The exhibition will also include the cyberspace Zap Caf_e and a showcase for the "Web for Schools" initiative.
The CORDIS team will be present at EITC '96, and will demonstrate the nine online CORDIS services, the CD-ROM, the Watch-CORDIS Windows interface to the online services, and the CORDIS World Wide Web server.

Die 16. Gemeinschaftstagung der VDI-Gesellschaft Fahrzeug- und Verkehrstechnik und der VW AG Forschung und Entwicklung vom 27. bis 29. November 1996 steht unter dem Leitthema: "Ganzheitliche Betrachtungen im Automobilbau. Rohstoffe - Produktion - Nutzung - Verwertung.
Zur Verbesserung der individuellen Mobilität gehört die Schonung der natürlichen Ressourcen ebenso wie die Steigerung der Zuverlässigkeit und Sicherheit der Automobile. Eines der erklärten Ziele der Automobilhersteller ist es, die Umweltverträglichkeit ihrer Produkte kontinuierlich zu verbessern und die Beanspruchung der natürlichen Ressourcen zu mindern.
Die ganzheitlichen Betrachtungen liefern Übersichten zum Energiebedarf, zur Gewinnung der Rohstoffe, zur Erstellung der Werkstoffe, zur Produktion eines Automobils, zum Verbrauch und zu Wartungsaufwendungen in der Nutzungsphase sowie zur Verwertung. Bei all diesen Aktivitäten entstehen Emissionen in die Luft sowie Abfälle ins Wasser und in den Boden. Angesichts der Materialvielfalt und Teilekomplexität des Automobils sind neue Methoden erforderlich, die ökologisch relevante Informationen für die Entwicklung verfügbar machen.
Die Tagung möchte Antworten geben zu den Fragen:
- Methoden, die zur ganzheitlichen Betrachtung eines Automobils geeignet sind;
- Nutzung bestehender Informationssysteme, Datenaustausch unter den Herstellern;
- Energiebedarf in den Abschnitten des Lebensweges ("Bergbau" bis "Deponie");
- Stoffflüsse, Emissionen, Abfälle in den einzelnen Abschnitten des Lebensweges;
- Einfluß von Sachbilanzen auf die Entwicklung von Automobilen.
Die Tagung wendet sich an Ingenieure aus der Entwicklung und Produktion von Automobilen einschließlich Zulieferern sowie an Unternehmer und Entscheidungsträger aus Wirtschaft und Politik.
