Am 6. Februar 1996 findet im Fortbildungszentrum für Technik und Umwelt des Forschungszentrums Karlsruhe in Eggenstein-Leopoldshafen eine Veranstaltung zum Thema "Globale und nationale Klimapolitik - Hoffnungen und Realitäten" statt. Zum Thema heißt es im Veranstaltungsprospekt:
"Am 7. April 1995 ging in Berlin der Klimagipfel 1995, die 1. Vertragsstaatenkonferenz (VSK) zur Klimarahmenkonvention zu Ende. Die über ca. 160 Unterzeichnerstaaten der Klimarahmenkonvention von Rio de Janeiro 1992 wollen nun bis zum übernächsten Treffen 1997 in Tokio einen Entwurf für ein bindendes Protokoll vorlegen, in dem Begrenzungen und Zeitvorgaben für die Verringerung von Treibhausgasen nach dem Jahr 2000 festgeschrieben sind.
Die vorliegende Veranstaltung vermittelt den derzeitigen Kenntnisstand und die Perspektiven zur Treibhausproblematik. Insbesondere werden die Wirkungen der einzelnen Treibhausgase erklärt und in Relation zu ihrem natürlichen Vorkommen gesetzt. Es wird an verschiedenen Beispielen aufgezeigt, warum die Klimaforscher keine Beweise, sondern "nur" Indizien für eine zusätzliche, anthropogen verursachte Verstärkung des Treibhauseffektes vorlegen können.
Der zweite Teil erläutert die Reduktionsmöglichkeiten, die Handlungsmöglichkeiten sowie die möglichen Interessenkonflikte bei der Begrenzung der CO2-Emissionen aus nationaler und internationaler Sicht. Was müßte und was könnte der gemeinsame Nenner für den Protokollentwurf 1997 sein?
Als Zielgruppe für die Veranstaltung sind alle am Themenkomplex "Treibhauseffekt / Klimapolitik" Interessierte angesprochen, die sich über Daten, Fakten und Aussichten informieren wollen."
Referenten sind Reinhard Coenen, Torsten Fleischer und Jürgen Kopfmüller vom Institut für Technikfolgenabschätzung und Systemanalyse (ITAS) und Peter Thomas und Siegfried Vogt vom Institut für Meteorologie und Klimaforschung (IMK) vom Forschungszentrum Karlsruhe.
Anmeldeschluß ist der 19. Januar 1996.

Gemeinsam mit der Technischen Universität Bergakademie Freiberg veranstaltet Technologie Consult am 13. und 14. März 1996 die Fachtagung und Ausstellung ENERGIE UND UMWELT '96, einen Workshop für Energie- und Umwelttechnik.
Die Veranstaltung steht unter der Schirmherrschaft des Herrn Staatsministers Arnold Vaatz vom Sächsischen Staatsministerium für Umwelt und Landesentwicklung. Sie ist inzwischen zu einer etablierten Einrichtung von anerkannter Bedeutung geworden. 1996 findet die Tagung bereits zum fünften Mal statt, also eine kleine Jubiläums-Veranstaltung.
Diese Tagung soll Forschungsergebnisse, neue Verfahren und Entwicklungen für eine umweltverträgliche Energieerzeugung und nutzung, den Schutz des Bodens und der Gewässer sowie die Reinhaltung der Luft und die Schonung unserer natürlichen Ressourcen aufzeigen. Bei der Tagung 1996 wird ein Schwerpunkt-Thema die Beeinflussung elektrischer Anlagen und biologischer Systeme durch elektro-magnetische Felder darstellen, da in der letzten Zeit das Informationsbedürfnis auf diesem technischen Sektor besonders stark gestiegen ist.

British Council Seminar "Science and Technology Policy:
Key Issues and Strategies"

The seminar "Science and technology policy: key issues and strategies" will take place from the 24th to the 30th of March, 1996, in Manchester.
Content
Recent years have seen the growth of pressures on research and development budgets at many levels: corporate, national and international. Governments, funding agencies, and research councils have all increased their stress on issues of efficiency, value for money and commercial exploitation. At the same time, there is an ever increasing recognition of the fundamental importance of new technologies for the competitiveness of companies and whole economies.
This seminar will examine the issues raised by these trends and the questions which must be answered by policy makers in the field of science and technology policy.
Issues to be addressed:
- priority setting and foresight in
science and technology
- evaluation of R&D
- collaboration in R&D
- strategies for innovation.
By the end of the seminar, participants will have been introduced to the latest views and methods which are being used in the field of science and technology policy, and will have been able to take part in practical demonstrations of the application of these.
Format
Participants will be addressed by senior policy makers and academics. There will be ample opportunities for discussion of crucial issues with the contributors, and several practical exercises will be carried out where appropriate.
The seminar will be directed by Professor Luke Georghiou, Director of PREST (Programme of Policy Research in Engineering, Science and Technology), University of Manchester, assisted by Hugh Cameron ,PREST.
Contributors to the Seminar will include Professors Luke Georghiou, Philip Gummett and J S Metcalfe of PREST and representatives of the European Commission, the UK Department of Trade and Industry and the Office of Science and Technology.

The seminar is designed to cater for the needs of heads and administrators of research agencies, senior managers of other scientific organizations and funding bodies, civil servants dealing with research and development support programmes, and senior scientists and academics with interests in science policy.
Participation is restricted to 35 persons and the fee is £1,220, which includes accommodation and all meals.

Engelberg Forum:"Europe - Asia, Science and Technology
for their Future"

The seventh Engelberg Forum will take place in Engelberg, Switzerland, on 26-29 March 1996. The forum, which will be presided by Mrs. Edith Cresson, European Commissioner responsible for science, research and development and education and training, is being organized in collaboration with the European Commission, the European Science and Technology Assembly (ESTA), the European Round Table of Industrialists, the European Science Foundation and the Swiss-Asia Foundation.

The "Fourth European Conference on Solar Energy in Architecture and Urban Planning" will be held in Berlin, Germany, on 26-29 March 1996.

European Union Wind Energy Conference and Exhibition

The 1996 European Union Wind Energy Conference and Exhibition will be held in Göteborg, Sweden, from 20-24 May 1996. The Conference is being sponsored by the European Commission and Göteborg Energi AB.
The aim of the Conference is to provide a forum for presenting and discussing all aspects of wind energy, including commercial applications, demonstrations and R&D, with emphasis on European activities. Comprehensive presentations and discussions will take place on European Union strategies and Community wind energy research and demonstration projects.
The Conference will also discuss problems facing wind energy installations as a result of building permit and planning conditions. A major highlight will be the presentation of the first experiences and results of the new generation of MW size wind turbines. Mai 1996 veranstaltet das Fraunhofer-Institut für Chemische Technologie (ICT) mit Unterstützung des Bundesministeriums für Bildung, Wissenschaft, Forschung und Technologie (BMBF) im Kongreßzentrum Karlsruhe das Symposium "Neue Technologien für die Kreislaufwirtschaft". Es geht dabei um

HUSITA 4 - Conference "Information Technology in the Human
Services: Dreams and Realities"

The Finnish National Research and Development Centre of Welfare and Health (STAKES) will host the 4th HUSITA (Human Services Information Technology Applications) conference, at the invitation of the HUSITA Foundation. The arrangements are carried out in cooperation with University of Lapland (the site of the conference) and ENITH (European Network for Information Technology and Human Services) Finland Association.
The title and the general theme of the conference is: "Information Technology in the Human Services: Dreams and Realities". It is intended to indicate a way of approaching issues, a focus on how we would like things to be and how they are in the real world. This approach is expected to characterize many of the anticipated presentations. So often with IT applications goals and principles are agreed and set, but reality seems not to follow expectations. The title poses a challenge which we hope presenters will take up, and seek to analyze, explain, and possibly suggest solutions.

The First Nordic Congress of Telemedicine

The Finnish Society of Telemedicine, the University of Kuopio, and the Kuopio University Hospital are pleased to welcome people interested in Telemedicine world-wide to the First Nordic Congress of Telemedicine, focusing on a wide variety of applications. Our congress starts on Monday the 17th of June, right after the HUSITA 4 conference, which ends on the previous Friday, the 14th. What do We Understand by Telemedicine?
To provide information, one picture is worth a thousand words, and this is the advantage telemedicine offers. Telemedicine effectively uses data transmission and the knowledge of top experts. When you send a patients data in the form of a text, tables, pictures and monitored parameters to a top medical expert, you can receive brilliant and relevant advice on the diagnosis and treatment of the patient.

This event is scheduled for the 24th to the 26th of June, 1996. It is organised by Bogazici University, UNESCO Chair on Mechatronics within the framework of the UNESCO UNISPAR (University-Industry-Science Partnership) Program.
Objectives and Theme
The changing global economy and the changing norms of scientific research are strengthening the University/Industry/Government (UniG) cooperative ventures. The strategic planning in R&D environment is of vital importance and requires the seeking of opportunities and technology forecasting. The understanding of different modalities of cooperation between universities and industry and the role of governments in promoting this cooperation is therefore essential for the policy-makers who desire to maintain a grasp of emerging technologies. The main objective of this conference is to explore the means and instruments to establish effective and lasting University/Industry/Government collaboration and to present case studies in this respect. The barriers that may hinder such a fruitful collaboration will also be deliberated upon. The results of the conference will be reported at the World Congress of Engineering Educators and Industry Leaders to be held in Paris on 2-5 July 1996.

The 9th European Bioenergy Conference, sponsored jointly by the European Commission and the Danish Energy Agency, will take place at Radisson SAS Falconer Center, Frederiksberg near Copenhagen from 24 to 27 June 1996. The welcome address includes the following wording:
Bioenergy is a growing business with vast possibilities. Modern utilization of biomass for power, heat and transport fuel is a recent innovation with numerous challenges and important business opportunities. Technologies are moving from research and development towards the market place and some are already commercially available.
The 9th European Bioenergy Conference in Copenhagen in 1996 aims at reviewing progress in technological development with a view to accelerating the deployment of bioenergy. It will provide a qualified meeting place for those involved and will address all actors in the field: manufacturers, agriculture and forestry, feedstock producers; end users including municipalities, utilities and the agro and forestry industries; researchers, developers, consultants, policymakers and the media.
For the European Commission, this Bioenergy Conference is an important event and the Directorate Generals XII of Science; Research and Development, XVII of Energy and VI of Agriculture participate as organisers together with the Danish authorities. The Conference will highlight technical and non-technical barriers and discuss topics on European Union policy issues, national energy policies and global perspectives.
The four day conference has plenary sessions with overviews of the main areas, panel discussions and poster displays. New to the conference is a parallel exhibition of equipment in order to underline the importance of industry participation.
The topics for the confernce sessions are:
1. Primary production of biomass.
2. Provision and production of solid biomass fuels.
3. Processes for decentralized heat and power production.
4. Processes for large, central power plants.
5. Processes for production of transportation fuels.
6. Market, economic and environmental aspects of bioenergy.
7. Policy measures to overcome non-technical barriers.

Third International Conference on Carbon Dioxide Removal (ICCDR-3)

First Announcement and Call for Papers
The First International Conference on Carbon Dioxide Removal (ICCDR-1) was held in March 1992, in Amsterdam and represented the first major gathering of researchers in the field of CO2 capture, disposal, and utilization. Two years later, in October 1994, ICCDR-2 was held in Kyoto. Once again, the leading researchers in the field presented their latest findings. ICCDR-3, hosted in the United States, will continue the tradition of excellence established in The Netherlands and Japan. In addition to the latest research finding , the conference will examine where the future may take us. Invited speakers will discuss related topics in the field of climate change.
The conference is being organized by the MIT Energy Laboratory, in cooperation with the Organizing and Program Committees and will be held on the MIT campus in Cambridge, Massachusetts. Main sponsors are the U.S. Department of Energy (DOE) and the Electric Power Research Institute (EPRI).
You are invited to submit papers on research, development, demonstration, analysis, or economics related to the following topics:
CO2 Capture
Separation and recovery techniques including absorption, adsorption, membrane separation, and cryogenic fractionation.
Integration of CO2 recovery into power plant designs, including replacing air burning with oxygen burning and integrated coal gasification combined cycle power plants.
Capture from non-power plant sources in the industrial, transportation, or building sectors.
CO2 Disposal
Disposal of the CO2 into the ocean, depleted oil and gas wells, underground aquifers, etc.
Transporting the CO2 from the source to the disposal site.
CO2 Utilization and Recycling
Opportunities for economic utilization of captured CO2.
Large-scale utilization of CO2, usingeither chemical or biological processing.
Cofiring of biomass in power plants.
Implementation Issues
Current or proposed research, development, and/or demonstration projects.
Economic, environmental, and/or legalconsiderations.
Policy Issues
Relationship of CO2 control technologies to other mitigation options.
Life-cycle and/or externality analyses.
Mitigation impact of CO2 capture, disposal, and utilization technologies.
