Culture and Democracy Revisited in the Global Information Society
Corfu, Greece, 08 - 10 May 1997

A conference entitled "Culture and democracy revisited in the Global Information Society" will be held in Corfu, Greece, from 8 to 10 May 1997. The conference is organized by Working Group 9.2 (Social accountability of computing) of the International Federation for Information Processing (IFIP).

The aim of the conference is for practitioners and researchers to develop a statement about the future of culture and democracy in a Global Information Society. Contributions, such as analysis of policies, ethics, structures and services, are invited on the following themes:

- Global Information Society;

- Cultural challenges;

- Democratic challenges.

The organizers invite papers of 4-5.000 words and, from students only, essays of 2,500 words maximum, which will be judged on perception and vision rather than the full academic rigour expected of a full paper. Submissions of abstracts should be made by 8 September 1996, with full papers by 30 November 1996. In both cases, submissions should be by e-mail and a hard copy sent by post.

The third COST 237 workshop on "Multimedia telecommunications and applications" will take place in Barcelona, Spain, from 25 to 27 November 1996. It is organized by the CEC COST 237 Action on Multimedia Telecommunications Services and hosted by Universitat Politecnica de Catalunya.

Protocols and mechanisms for cooperative multimedia applications are currently a prime focus for many standardization and institutional bodies. Among these are the ATM Forum, the IETF, DAVIC, TINA, ITU and ISO. A major goal of this third workshop is to present the latest research developments that may be of interest to these various bodies and to encourage an exchange of experiences.

The workshop will focus on teleservices and communications support for distributed multimedia applications. Particular emphasis will be placed on architectural and implementation aspects of these key services and support areas.

Important topics for the workshop include:

- Teleservices architecture;

- From teleservices to specific applications;

- Wide-area multimedia collaboration tools and services;

- Multimedia in distributed systems platforms;

- Security for multimedia teleservices;

- End-system support for multimedia;

- Media synchronization services;

- End-to-end quality of service (QoS) support;

Die 12. Jahrestagung des Forum InformatikerInnen für Frieden und gesellschaftliche Verantwortung e.V. (FIfF) und die Jahrestagung der Deutschen Vereinigung für Datenschutz e.V. (DVD) finden unter Mitwirkung des Zentrums für Ethik in den Wissenschaften an der Universität Tübingen (ZEW) vom 8. bis 10. November 1996 in Tübingen in den Räumen des Theologikum, Liebermeisterstraße 12-20 statt.

12. Internationale Fachtagung "Innovative Technologien"

Die Mittweidaer Fachtagung hat das Ziel, durch kreative Denkanstöße, produktfördernde Entwicklungs- und Konstruktionsmechanismen sowie produktionsfördernde Techniken und Technologien, aber auch wirtschaftsfördernde Organisationsinstrumente, Wissenschaftler und Praktiker zusammenzuführen.

Eine der Tagungsgruppen heißt: "Die Ausbildung von Ingenieuren - Erfahrungen - Probleme - Prognosen". Dieser Arbeitskreis wird sich den Anforderungen an eine moderne Ingenieurausbildung widmen. Sowohl die Diskussion um die Vermittlung innovativer Technologien als pädagogisch-rezeptiver Problemstellung als auch eine Erörterung der Wirkungen innovativer Technologien auf den Prozeß der Ingenieurausbildung sollen wesentliche Inhalte sein.

The Fourth International Conference on Technologies and Combustion for a Clean Environment will take place in Lisbon, Portugal, from 7 to 10 July 1997. It is organized by the Instituto Superior Técnico in Lisbon, with support from the Community's THERMIE programme for the promotion of European energy technology.

Topics to be discussed at the conference include the development and application of new clean coal technologies, advanced oil combustion technologies, natural gas for electricity generation, and the implication of global warming on the design of combustion equipment.

The conference will be held in English. The deadline for submitting abstracts is 18 October 1996.

The Institutes of Hydrophysics and Atmospheric Physics of the GKSS Research Centre in Geesthacht (Germany) are launching an annual "GKSS Spring School on Environmental Research". This School is set up to disseminate state-of-the-art knowledge about our understanding of the environment, in particular about its internal variability and its sensitivity to anthropogenic interference.

International scientists will offer lectures to students working for their PhD, Diploma or Masters degree, and postdocs. The courses will be given in English, and the lectures will be made available in a book printed by a commercial publisher. Participants are requested to pay a fee of DM 700,--. Scholarships are offered by GKSS and the School's sponsors. The fee covers accomodation and meals. The first School on "Anthropogenic Climate Change" will be held in Lauenburg near Hamburg from 20 to 27 April 1997.

An international seminar on science, economics and ethics, "Ten Nobels for the future", will take place in Milan, Italy, on 5-7 December 1996. It will be preceded by a conference in Milan on 3 October on "Infrastructure, environment and growth".

The October conference will discuss the prospects for large-scale infrastructure and its impact on job creation and development while respecting the environment.

The December conference will bring together ten Nobel laureates to discuss the links between development and peace, democratization, equity and the environment. Particular topics will include the impact of scientific achievements on the environment, for example the environmental pollution generated by industrial technologies, and the contradictions brought about by progress in the field of medicine and health care, for example the population explosion resulting from improved public health.

An international conference on technology in distance learning, "Online Educa Berlin", will take place in Berlin, Germany, from 13 to 15 November 1996. It is organized in cooperation with UNESCO with support from the European Commission (DGs XIII and XXII), Belgacom, Combellga, Deutsche Telekom and World Trade Telecom.

As part of a series of "Online Educa" conferences, to be held in Moscow, Singapore and Seoul, the Berlin conference will focus on the growing awareness of needs and opportunities available through the use of technology in distance learning, and will provide an up-to-date assessment of recent achievements in telematics-based learning.

Six workshops will be held on the following topics:

- Learning networks for schools;

- Re-engineering corporate education;

- Trends in technology-based training in banking and finance;

- Audio for distance learning;

- Enhancing police lifelong learning with computer-supported cooperative learning;

A conference on "Electronic imaging and the visual arts", EVA'96, will take place in Berlin, Germany, from 13 to 15 November 1996.

The conference will focus on issues related to multimedia production, such as case studies and tools for visitor information systems, and 3D modelling and computer graphics. It is aimed at the visual arts community, imaging systems and telecommunications researchers, the government sector, media and related sectors, and the technology supply industry.

In addition to the conference, there will be tutorials and an EC information day. The tutorials will provide participants with information on issues related to the production of commercial electronic titles, while the EC information day will look at current and future EC activities in the field of multimedia applications. In particular, it will present the Commission's task force on multimedia educational software, the ESPRIT programme for information technologies, and the INFO2000 programme for the development of a European multimedia content industry.

Diese, von verschiedenen europäischen und anderen internationalen Institutionen unterstützte Konferenz beschäftigt sich mit Möglichkeiten der Anwendung von Informations- und Kommunikationstechniken im Bereich Arbeitssicherheit und betriebliches Gesundheitswesen. Untersucht werden die Potentiale von Netzwerken und Multimedia für Informationsdienstleistungen, Ausbildung, Training und die tägliche Praxis in den Betrieben. Die Organisatoren der Konferenz legen großen Wert darauf, im Rahmen von praxisorientierten Workshops den Teilnehmern Möglichkeiten zur aktiven Mitarbeit zu bieten.

In den Workshops werden jeweils bestimmte Arbeitsvorlagen diskutiert. Diese behandeln die möglichen Auswirkungen neuerer Entwicklungen in den IuK-Techniken auf die Erzeugung, Weitergabe und Nutzung von Information sowie auf Bildung und Ausbildung zum Komplex Gesundheit und Sicherheit am Arbeitsplatz. Insbesondere soll auf die Zugänglichkeit dieser Technik für kleinere und mittlere Unternehmen eingegangen werden.

Die Konferenz soll eine Übersicht über vorhandene Ansätze geben, Strategien zur effizienten Nutzung der Informationen entwickeln, Felder mit zusätzlichem Forschungsbedarf aufzeigen und Empfehlungen für die beteiligten Gruppen ausarbeiten.

Die Konferenz ist mit einer Ausstellung verbunden. Zielgruppen sind information providers (Regierungsstellen, Institutionen im Bereich Arbeitssicherheit und Betriebsärztewesen, Praktiker und Berufsverbände), Nutzer von Informationen, sowie in der Bildung und Ausbildung Tätige.

Organisator der Konferenz ist ANPAT-NVVA (Association Nationale de Pr_evention pour les Accidents de Travail), eine belgische Vereinigung zur Verhinderung von Arbeitsunfällen, die von privaten Versicherungsgesellschaften getragen wird. The annual European Information Technology Conference (EITC), organized by DG III (Industry) of the European Commission is a major event in the European information technologies calendar. This year, EITC will take place in Brussels, Belgium, from 25 to 27 November 1996. It will be complemented by an exhibition that will run concurrently at the Congress Centre in Brussels.

This year's theme, "Doing business in the Information Society", will focus on electronic commerce, IT applications, enabling technologies and major take-up initiatives.

A key part of the conference, "Access to financial markets", will feature case-studies of successful innovator-investor partnerships, workshops on the many new financial instruments now available, and round tables featuring prominent investors. An intensive tutorial for SMEs on "Approaching venture capitalists" will also take place.

Two parallel sessions will be held on "Training for IT". They will present case-studies of how companies are addressing the formal and vocational training needs of their employees in IT-related skills.

The exhibition will feature company-centred stands presenting leading-edge technologies and products stemming from the ESPRIT programme and the outcome and potential of ESPRIT take-up and technology transfer actions. The exhibition will also include the cyberspace Zap Caf_e and a showcase for the "Web for Schools" initiative.

Die 16. Gemeinschaftstagung der VDI-Gesellschaft Fahrzeug- und Verkehrstechnik und der VW AG Forschung und Entwicklung vom 27. bis 29. November 1996 steht unter dem Leitthema: "Ganzheitliche Betrachtungen im Automobilbau. Rohstoffe - Produktion - Nutzung - Verwertung.

Zur Verbesserung der individuellen Mobilität gehört die Schonung der natürlichen Ressourcen ebenso wie die Steigerung der Zuverlässigkeit und Sicherheit der Automobile. Eines der erklärten Ziele der Automobilhersteller ist es, die Umweltverträglichkeit ihrer Produkte kontinuierlich zu verbessern und die Beanspruchung der natürlichen Ressourcen zu mindern.

Die ganzheitlichen Betrachtungen liefern Übersichten zum Energiebedarf, zur Gewinnung der Rohstoffe, zur Erstellung der Werkstoffe, zur Produktion eines Automobils, zum Verbrauch und zu Wartungsaufwendungen in der Nutzungsphase sowie zur Verwertung. Bei all diesen Aktivitäten entstehen Emissionen in die Luft sowie Abfälle ins Wasser und in den Boden. Angesichts der Materialvielfalt und Teilekomplexität des Automobils sind neue Methoden erforderlich, die ökologisch relevante Informationen für die Entwicklung verfügbar machen.

Die Tagung möchte Antworten geben zu den Fragen:

- Methoden, die zur ganzheitlichen Betrachtung eines Automobils geeignet sind;

- Nutzung bestehender Informationssysteme, Datenaustausch unter den Herstellern;

- Energiebedarf in den Abschnitten des Lebensweges ("Bergbau" bis "Deponie");

- Stoffflüsse, Emissionen, Abfälle in den einzelnen Abschnitten des Lebensweges;

- Einfluß von Sachbilanzen auf die Entwicklung von Automobilen.

Die Tagung wendet sich an Ingenieure aus der Entwicklung und Produktion von Automobilen einschließlich Zulieferern sowie an Unternehmer und Entscheidungsträger aus Wirtschaft und Politik.

Controlling Carbon and Sulphur International Investment and Trading Initiatives
London, Great Britain, 5 - 6 December, 1996

Environmental policies for controlling carbon and sulphur emissions have huge implications for energy investments and for the structure of energy use and trade. Policies for sulphur control are maturing and extending, with consideration of 'Joint Implementation' and trading options for implementing the new and much more extensive UNECE commitments for sulphur reductions in Europe and with full implementation of the US tradeable sulphur emissions permit scheme.

In parallel, negotiations on controlling the CO2 emissions associated with climate change are seeking to reach agreement next year on CO2 reduction commitments for the years 2005-2020. UNCTAD has launched proposals for a pilot phase of CO2 emissions trading between Western utilities and Eastern Europe and energy-consuming industries. In July the US government announced its backing for binding CO2 emission targets, referring to joint implementation and emissions trading as efficient mechanisms for their implementation.

This conference will explore the experience and continuing developments in policies for controlling sulphur emissions and present the latest developments in the climate change negotiations and CO2 joint implementation initiatives. It will provide an opportunity to debate the evolution and impacts of sulphur control and the lessons that this may hold for the implementation of CO2 controls, including tradeable permits. It will provide insight into possible implications for energy industries and markets and into the future regulatory and political environment for North-South and East-West energy investment relationships.

This conference will be the eleventh in the series organized by the Royal Institute of International Affairs in association with the British Institute of Energy Economics and the International Association for Energy Economics.

1. Tagung des DVM-Arbeitskreises "Stoffkreisläufe"
Pfinztal/Karlsruhe, Germany, 12. - 13. November 1996

Vom 12. bis 13. November 1996 findet im Fraunhofer-Institut für Chemische Technologie (ICT) die erste Tagung des Arbeitskreises Stoffkreisläufe des Deutschen Verbandes für Materialforschung und -prüfung statt.

Ökologische Zwänge und gesetzliche Vorschriften zwingen Unternehmen und die öffentliche Hand zur Einführung der Kreislaufwirtschaft. Auf Werkstoffe bezogen tauchen dadurch einige noch ungelöste Probleme auf. Bei der Lösung dieser Probleme mitzuwirken ist das Ziel des Arbeitskreises und der Tagung. Es werden die bisher erzielten Ergebnisse der Arbeitsgruppen Stoffstrommanagement, Trenn- und Sortiertechnik und Rezyklateigenschaften zur Diskussion gestellt. Ferner werden Beispiele für gelungene Einführungen von Stoffkreisläufen gezeigt bzw. hoffnungsvolle Ansätze für den Weg dorthin skizziert.

Unter dem Motto "Creativity is more important than knowledge" (A. Einstein) findet vom 27. - 29. November 1996 eine Konferenz zum Thema "Kreativität als Chance für den Standort Deutschland" statt, die gemeinsam von der Akademie für Technikfolgenabschätzung in Baden-Württemberg und dem Landesmuseum für Technik und Arbeit in Mannheim veranstaltet wird. Das Landesmuseum bildet den geeigneten Rahmen für diese Veranstaltung.

Nach einer Einführung durch Prof. Dr. W.-J. Braczyk von der TA-Akademie Baden-Württemberg stimmen eine Video-Demonstration des Zentrums für Kunst- und Medientechnologie, Karlsruhe, "Technik und Kunst - Eine barbarische Hochzeit?" sowie ein Vortrag zu "Innovation und Kreativität - ein Gegensatz" auf das Thema ein. Dieser erste Tag schließt mit einer Podiumsdiskussion zum Thema der Veranstaltung.

Der Donnerstag ist der Frage gewidmet, was eigentlich Kreativität in Wissenschaft und Technik ist (hierzu zwei Vorträge von Prof. H. Mohr, TA-Akademie, und Prof. W. Fürniß, SAP Walldorf). Es folgen mehrere Foren, die das Thema anhand exemplarischer Projekte beleuchten; Beispiele u.a. aus der Hirnforschung, Bauforschung, Mikrosystemtechnik, Krebsforschung. In zwei parallelen "Werkstatt"-Veranstaltungen sowie sechs Workshops unter der Leitung von Organisations- bzw. Unternehmensberatern, Stadtplanern, Industriedesignern , bildenden Künstlern und Kommunikationsberatern werden die Teilnehmer dazu eingeladen, ihr eigenes Kreativitätspotential zu entdecken.

Am Freitag steht die Bedeutung der Kreativität in Wirtschaft und Bildung für den Standort Deutschland im Vordergrund der Vorträge und Veranstaltungen. Neben zwei Plenarvorträgen zum Thema: "Dezentralisierung und globale Strategien - das Beispiel ABB" (R. Karg, Vorstand ABB) sowie "Kreativität in der Bildung" (H.v.Hentig) werden exemplarische Projekte für Kreativität in der Wirtschaft vorgestellt, u.a. von Siemens-Nixdorf, Deutsche Telekom AG, Mercedes-Benz. Den Abschluß der Veranstaltung bildet ein "Markt der Möglichkeiten: Beschäftigung, Design, Fachhochschulen, Innovation, Multimedia, Solarenergie, Unternehmenswandel. Kreative Initiativen aus Baden-Württemberg stellen sich vor".

Much concern has been focussed in recent years on issues of sustainable development, particularly as they relate to energy supply and costs. The growing impacts on the environment resulting from higher energy use give rise to increasing concerns. Previous conferences of the International Association for Energy Economics (IAEE) have addressed various aspects of these issues and concerns; the 20th International Conference will be held against the background of rapid economic growth in the Asian region, increasing energy consumption, and environmental impacts at the local, regional, and global levels. Die VDI-Gesellschaft Fahrzeug- und Verkehrstechnik veranstaltet nach einer ersten Tagung "Mensch-Maschine-System im Verkehr" eine weitere Tagung zu diesem interdisziplinären Thema mit erweiterter Zielsetzung. Zu den Schwerpunkten "Fahrer und Fahrzeug" sowie "Fahrer und Verkehr" tritt als neuer Schwerpunkt "Nutzer öffentlicher Verkehrsmittel".

Unter dem spezifischen Blickwinkel der Nutzer individueller und öffentlicher Verkehrsmittel sollen Stärken und Schwächen heutiger Verkehrssysteme und ihre Vernetzung diskutiert, Handlungsbedarf und Lösungsansätze für ein nutzergerechtes Gesamtverkehrssystem aufgezeigt sowie dazugehörige methodische Fragen erörtert werden.

Umfassende Informationen vor und während einer Reise bilden hierfür einen wesentlichen Ansatz, ebenso die attraktive Gestaltung von Übergängen zwischen Individual- und öffentlichem Verkehr. Ziel muß es sein, dem Menschen in der Vielfalt seiner individuellen Mobilitätsbedürfnisse und Mobilitätsbeschränkungen gerecht zu werden und passende technische und organisatorische Lösungen zu entwickeln.

Mit Methoden der Umweltsimulation werden Wechselwirkungen zwischen einem Objekt und seiner Umwelt untersucht. Auf der Basis einer ganzheitlichen Betrachtung werden die in der Regel komplex vernetzten Wirkungsketten modellhaft strukturiert und Kausalzusammenhänge analysiert.

Umweltsimulationsuntersuchungen befassen sich dabei mit den Auswirkungen der Umwelt auf

Leistungsfähigkeit und Funktionsverhalten

Langzeitverhalten bzw. Lebensdauer

Rückwirkung auf die Umwelt.

Ziel der Umweltsimulation ist die Aufdeckung von Ursache-Wirkungs-Zusammenhängen, die Qualifikation von Erzeugnissen für gegebene Umweltbedingungen und die Optimierung einer umweltbezogenen Produktentwicklung.

Die Umweltsimulation verfolgt dabei ein Optimierungsprinzip. Umweltprüfungen werden maßgeschneidert ("Test-Tailoring"), um zu gewährleisten, daß ein Erzeugnis ausreichend, aber nicht übertrieben geprüft wird. Wirtschaftliche Überlegungen spielen in der Umweltsimulation eine große Rolle. Der Aufwand für die Umweltqualifikation technischer Erzeugnisse rechnet sich in der Regel durch die höhere Qualität, die größere Zuverlässigkeit und bessere Entsorgbarkeit.

Umweltsimulationsuntersuchungen finden auch Eingang in das Life-cycle-engineering und das ressourcenschonende Materialmanagement.

Die Jahrestagung der GUS befassen sich mit allen Fragen der Umweltsimulation. Sie sind insbesondere auf den interdisziplinären Charakter der Umweltsimulation ausgerichtet und werden entsprechend strukturiert.

Es werden Vortragsanmeldungen zu folgenden Themen und damit zusammenhängenden Problemfeldern erwünscht:

Since 1979 the Ecology of Work Conferences have been regular events in North America and have been designed to contribute to the improvement of productivity and the quality of working life. The aims is to focus participants on the various aspects of improving productivity through people, so as to achieve increased efficiency and competitiveness.

The fourth European Ecology of Work Conference was held in Dublin in May, 1995, and was jointly sponsored by the European Foundation for the Improvement of Living and Working Conditions and the Ecology of Work Conference (USA).
Following on the success of the previous European conferences a fifth event will be held from 12 to 16 May, 1997 in the Foundation's Conference Centre, in Dublin.

The Conference will concentrate on four main themes:

The introduction of innovative work organisation;

The impact of new forms of work organisation on the employment relationship;

A high involvement / participative approach to work organisation;

The new role for employee representatives and managers in work organisation.

These themes are selected to complement the discussions at the previous European conferences and to take account of the changes which are taking place in enterprises, with the need for greater competitiveness in the global economy, how this can be achieved through people, through the application of new technologies and how to ensure the necessary skills for new work organisation through training.

Within the context of these four themes, the conference will examine new approaches to the design of work and working systems which provide the optimum results for both the workforce and the enterprise - systems which emphasise the enterprise-level social relationship, employee involvement, teamworking and co-operative problem-solving to achieve increased performance and productivity.

Target audience

The conference is designed to present managers, employee representatives, trade union officials and consultants with an opportunity to exchange experiences and to learn from their counterparts in other organisations around the world.

Format of the Conference

There will be some twenty case study presentations by enterprises which have experienced change through innovative work organisation and can demonstrate how improvements can be achieved through co-operative re-design and re-structuring of work and worker participation/employee involvement strategies.

The presentations will look at:

The planning and consultation process;

How change was introduced;

What were the results;

What the organisations learned from the experience.

The case studies will be supplemented by Application Sessions which will examine some practical approaches for implementing change. The emphasis in these sessions will be on the techniques used, the theories behind their introduction and the attitudes of the different groups - management, worker representatives and unions - to the changed environment. There will be a mix of presentations by panels of speakers, followed by discussions, and further presentations by leading international experts on specific topics.

Die 4. Internationale Tagung Nutzfahrzeuge mit dem Thema "Nutzfahrzeuge - Innovationen für Sicherheit, Umwelt und Wirtschaftlichkeit" soll nicht nur für die in der Nutzfahrzeugtechnik tätigen Ingenieure sondern auch für die Betreiber ein Forum des Gedankenaustauschs und der Information über Innovationen aus der Welt der Lastkraftwagen und Omnibusse werden. Es soll OEM's und Entwicklungspartnern der Zulieferindustrie Gelegenheit geben, nicht nur in Teilaspekten, sondern ganzheitlich den Status der Nutzfahrzeugtechnik zu erfahren. Damit werden alle, die unter o.g. Kriterien auf den Gebieten des Fahrwerks mit Lenkung, Federung und Bremse, des Antriebsstrangs mit Motor, Getriebe, Achsen und Antriebsmanagements und des Aufbaus mit Insassensicherheit, Crashverhalten und Komfort arbeiten, gebeten, Vortragsthemen einzureichen.

Auch Themen aus dem Gebiet der Informationssysteme, d.h. Fahrerplatz, Diagnose und Wartung, Abstandsregelung, Telematik und Flottenmanagement sind hochaktuell und willkommen.

Die Tagung soll auch Zeugnis davon ablegen, daß Nutzfahrzeugentwickler sich den weiter zunehmenden Anforderungen der Gesellschaft an dieses unverzichtbare Verkehrsmittel stellen und damit zur dringend notwendigen Verbesserung der Akzeptanz beitragen.

Tagungssprachen: Deutsch und Englisch. Simultanübersetzung ist nicht vorgesehen.
Fachleute auf den genannten Gebieten, die mit einem Vortrag zum Gelingen der Tagung beitragen möchten, werden gebeten, bis zum 8. November 1996 eine Kurzfassung einzureichen.

The UFZ-Institute for Environmental Research Leipzig-Halle GmbH started its work in 1992 as a research project of the Federal German Government and the Federal States of Saxony and Saxony-Anhalt. The research at the UFZ aims at the regeneration and conservation of landscapes. The Organizing Committee of the International Conference "Urban Ecology" 1997 is pleased to announce you this event. The program turns to scientists and practicioners planning and working in the field of urban ecology. Both, empirical analysis linked to general theories and case studies of specific environmental problems, or expert knowledge applied to the solution of problems in urban spaces are particularly welcome. There is a demand for a scientific and complex urban ecology which is determined by practical applications to the problems of growing cities and the increasing number of their inhabitants since the fifties.Many single national and international projects are dedicated to their solution but they are still without a common base. Publications and conferences rarely exceed the national level. "Urban Ecology" 1997 in Leipzig may be a starting point for the elaboration of a theoretical foundation based on the integration of several disciplines.

General information: The conference language is English. There will be a poster session for each topic. All lecture and poster abstracts will be carefully reviewed by the committee chaired by Prof. Dr. Jürgen Breuste, head of the department "Urban Landscapes". All accepted abstracts will be published in the Abstracts volume distributed at the beginning of the conference. The Conference volume containing all presented papers and posters will be published and distributed to all participants after the event.

Abstracts are invited for the Fourth International ASEAT Conference to be held in September 1997. Contributions from Eastern Europe, Asia, Latin America and Australasia will be especially welcome. We welcome contributions from all social science disciplines besides sociology and economics (for example geography, political science or anthropology). Our emphasis as in previous years is on an interdisciplinary approach to the analysis of issues surrounding technology and innovation.

There is at first sight an apparent tension between the so-called 'globalisation' of innovative practices and processes, and the persistence of substantial differences in the 'styles' of innovation observed in firms and other forms of research organisations. 'Globalisation' suggests the diffusion of best innovative practice among firms worldwide, while 'styles' suggest that differences in innovative practice do exist even among firms that operate as multinationals. How do we explain these differences? Are they best explained by using the 'National Systems of Innovation' approach which focuses upon national innovative resources and national institutions? Are 'styles of innovation' specific to a particular sector, which may itself be global? Do industrial regions or 'districts' that may span national boundaries create their own 'styles of innovation'? Are firm-specific factors major determinants of innovation 'styles'? What is the role of global alliances in creating 'styles' of innovation? Do these styles have a bearing on relative competitiveness?

Research into these different innovation 'styles' in firms provides a rich source of knowledge and expertise for those working in the innovation area. Thus, the conference seeks to highlight and discuss these different 'styles' in all their variety. Researchers can use a variety of intellectual and managerial approaches to identify these 'styles' and the factors which seem to produce differences. These may be: different theoretical approaches to innovation; different intellectual streams within the same discipline; economic growth patterns and technology; and forms of managing and coordinating the innovation process.

An international symposium entitled "Prospects for integrated environmental assessment: lessons learn from the case of climate change" will be held in Toulouse, France, from 24 to 26 October 1996. The symposium is sponsored by the Community's specific RTD programme in the field of environment and climate.

The aim of the symposium is to review activities in the field of integrated environmental assessment (IEA) and draw lessons from the extensive IEA experience of the Intergovernmental Panel on Climate Change (IPCC). Based on these experiences, the symposium will discuss critical generic issues relating to IEA for other global and regional environmental problems. These issues will include dealing with uncertainty, quality assurance, interdisciplinarity, problems of scale and aggregation and the research/policy interface. The symposium programme will include plenary sessions, round table discussions and working groups.

The symposium is intended to lead to the establishment of a European research forum on IEA which will identify the challenges ahead and support the development of good practice. This forum would encourage wide participation of both providers and users of IEA and foster cooperation between researchers and policy makers at European and global levels.

The symposium will be conducted in English.

The IEA Greenhouse Gas R&D Programme is pleased to announce that preparations are underway for our third international conference. The conference "Technologies for AIJ" will run for 4 days, 26th - 29th May 1997 at the Westin Bayshore Hotel, Vancouver, Canada.

One of the aims of the conference is to provide the audience with speakers who have practical experience of AIJ, reporting on their activities, highlighting the achievements and potential pitfalls. One aim of the IEA GHG Programme is to produce R&D proposals and to encourage practical demonstration and development of greenhouse gas mitigation technologies.

AIJ is a major tool with which to facilitate this exchange or transfer and help towards practical implementation of technologies to reduce emissions of greenhouse gases. The conference will concentrate on the technological aspects of AIJ and real-life experiences of such projects. Angesichts der gravierenden sozialen, ökologischen und ökonomischen Krisen wird seit einigen Jahren in besonderer Intensität über die Bedeutung von Wissenschaft und Technik diskutiert. Ohne die inhaltlichen Kontroversen außer acht zu lassen, besteht Konsens über die Einschätzung, wonach Wissenschaft und Technik eine prägende Funktion für Gestalt und Fortentwicklung gesellschaftlicher Strukturen sowie für die Fortentwicklung von Kultur und Zivilisation zufällt.

Angesichts der zunehmenden Bedeutung europäischer Politik auch für den wissenschafts- und forschungspolitischen Bereich für nationale, regionale aber auch internationale technologiepolitische Weichenstellungen hat sich der "Dortmunder Kreis", an dem sich Wissenschaftsorganisationen, Gewerkschaften, Einrichtungen der Kirche sowie Parteien (SPD und Bündnis 90/Die Grünen) beteiligten, darauf verständigt, einen Kongreß "Wissenschaftler in sozialer und ökologischer Verantwortung - Herausforderungen für ein zukunftsfähiges Europa" durchzuführen. Daneben beteiligt sich der "Internationale Bund der Privatangestellten" (FIET) an der Vorbereitung und Durchführung.

Im Rahmen einer Analyse bzw. Bilanzierung der offiziellen europäischen Forschungs- und Technologiepolitik sollen Chancen und Alternativen im Hinblick auf politische Einfluß- und Gestaltungsmöglichkeiten diskutiert, Anforderungen an verantwortungsbewußte WissenschaftlerInnen konkret definiert und auf möglichst breiter Ebene behandelt werden.

Die bisher diskutierten Fragestellungen für den Kongreß lauten u.a.:

- Wie sieht die konkrete forschungs- und technologiepolitische Strategie der EU-Kommission aus?

- Welche Entwicklungsperspektiven/versus -hemmnisse in bezug auf ein nachhaltiges und soziales Europa lassen sich daraus ableiten (Struktur- und Regionalpolitik, Demokratieentwicklung, soziale Entwicklung und Integration)?

- Welche Rolle spielen ökonomische Machtkonstellationen in bezug auf die Entwicklung entsprechender Konzepte (Stichwort: Macht und Ökonomie)?

- Wie entstehen forschungs- und technologiepolitische Programme der EU und welches sind die relevantesten Strukturen in diesem Prozeß?

- Welche Einflüsse haben Verbände, Institutionen, Unternehmen, Regierungen usw. auf den Entscheidungsfindungsprozeß?

- Welche Wechselwirkung gibt es zwischen europäischer F- und E-Politik und nationalen Gestaltungsspielräumen?

- Wie kann eine Um- bzw. Neuorientierung forschungs- und entwicklungspolitischer Entscheidungen vorgenommen werden?

- Welche konkreten forschungs- und technologiepolitischen Inhalte werden zu wenig oder gänzlich außer acht gelassen. (Unterlassene Forschung in Europa)?

- Was heißt Verantwortungswahrnehmung im Hinblick auf den europäischen Integrationsprozeß konkret?

- Wie kann die "Institutionalisierte Verantwortungslosigkeit" aufgebrochen werden?

- Unter welchen Bedingungen (Forschungsmittel, Arbeitsverträge, Arbeitsrecht usw.) arbeiten die Betroffenen (Industrie-, Forschungsinstitute usw.) im EU-Europa?

Diese und noch andere Fragen sollen in den Plenarveranstaltungen sowie Foren und Arbeitsgruppen ausführlich diskutiert werden.

Der Dialog über die Gentechnologie ist noch immer schwierig. In der öffentlichen Diskussion werden entweder die Chancen gerühmt oder die Risiken beschworen. In Meinungsumfragen zeigt sich, daß die Gentechnologie keinesfalls generell, sondern nur in spezifischen Anwendungsbereichen ein Akzeptanzproblem hat.

"Technikfolgenabschätzung" (TA) dient zur Bewertung von Chancen und Risiken sowie zur Konsensfindung. Immer noch wird TA - zum Teil aus praktischen Erfahrungen heraus - eher als innovationsbehindernd statt als integriertes Instrument einer Innovationspolitik angesehen. Dialogische Verfahren und kontroverse Diskurse sind dabei unverzichtbare Bestandteile der Konsensfindung. Dafür gibt es allerdings kein "Patentrezept".

Die Landesregierung NRW hat ihre Förderaktivitäten zur Bio- und Gentechnologie in der Landesinitiative "BioGenTec" gebündelt. Unter anderem ist es die Aufgabe von BioGenTec, die öffentliche Auseinandersetzung um die Gentechnologie zu führen. Wie eine dialogische Technikfolgenabschätzung aussehen könnte, die über Informationsveranstaltungen für gesellschaftliche Multiplikatoren (Presse, Lehrer) hinausgeht, ist allerdings nach wie vor eine Leerstelle.

In den letzten Jahren sind zu dieser Problematik verschiedene experimentelle Projekte durchgeführt worden, zum Beispiel:

- Gentechnik-Dialog in Niedersachsen

- "Bürgerdialog" in Baden-Württemberg

- Unilever-Dialog

- Multidisziplinäre Expertendialoge (WZB, TAB, TA-Akademie Stuttgart).

Der Workshop, der im Rahmen eines Projekts "Technikfolgenabschätzung und -bewertung" des Landes Nordrhein-Westfalen stattfindet, will einen Erfahrungsaustausch von Trägern und aktiv Mitwirkenden derartiger TA-Projekte organisieren. Erfahrungen von Projekten europäischer Nachbarländer, zum Beispiel in Dänemark und den Niederlanden, sollen in die Diskussion einbezogen werden. Die gewonnenen Erfahrungen sollen für den Gentechnik-Dialog und die Innovationspolitik in NRW nutzbar gemacht werden.

Der Workshop wird von der Sozialforschungsstelle in Kooperation mit der Fern-Universität Hagen, Prof. Dr. Simonis, veranstaltet. Die Teilnehmeranzahl ist auf max. 30 Personen begrenzt.

Gemeinsam mit der Technischen Universität Chemnitz-Zwickau veranstaltet TECHNOLOGIE CONSULT am 19. und 20. März 1997 den Fachkongreß mit Ausstellung Energie und Umwelt '97.

Die Schirmherrschaft für diese Veranstaltung hat wieder der Sächsische Staatsminister für Umwelt und Landesentwicklung, Herr Arnold Vaatz, übernommen. Aus der Sicht seines Ministeriums hat sich diese Tagung, die 1997 bereits zum 6. Mal stattfindet, zu einer wichtigen Plattform beim Erfahrungsaustausch im Spannungsfeld von Energie, Ökologie und Ökonomie entwickelt.

Dieser Kongreß soll Forschungsergebnisse, neue Verfahren und Entwicklungen für eine umweltverträgliche Energieerzeugung und -nutzung, den Schutz des Bodens und der Gewässer sowie die Reinhaltung der Luft und die Schonung unserer natürlichen Ressourcen aufzeigen. Da bei dieser Veranstaltung der unmittelbare Bezug zur Praxis im Vordergrund steht, soll neben wissenschaftlichen Vorträgen über die neuesten Entwicklungen und innovative Konzepte aus der Industrie berichtet werden.

Im Bereich "Energie" sollen rationelle Energieumwandlung, -anwendung und einsparung, Energiemanagement und Energieeinsparung bei Gebäuden sowie Anwendungen regenerativer Energien im Mittelpunkt stehen. Daß der Themenrahmen im Bereich der "Umwelt" etwas umfangreicher ausfällt, liegt in der Natur der Sache. Hier sollen u.a. umweltschonende Verfahren und Produkte vorgestellt sowie das Abfall- und Produktrecycling diskutiert werden. Aus Umweltsicht sollen Simulations-Möglichkeiten, spezielle Verfahren der Meßtechnik und Analytik erörtert werden. Erstmals wollen wir die Kongreßteilnehmer über Ökoaudit und neue umweltverträgliche Werkstoffe informieren.

Der Kongreß wird von einer Firmen- und Forschungsausstellung begleitet.

Ziel des Kongresses ist es, Wissenschaftler und Fachkollegen zusammenzuführen und den Wissens- und Erfahrungsaustausch zwischen Forschung und Industrie zu fördern und Umweltexperten, Entscheidungsträger der Industrie, Wirtschaft und Kommunen über den Stand der Umwelttechnik und neue Wege des Umweltschutzes zu informieren.

Vortragsanmeldungen müssen bis spätestens 30. November 1996 mitgeteilt werden. Für Referenten von Hochschulen, staatlichen Forschungsinstituten und gemeinnützigen Einrichtungen ist die Anmeldung gebührenfrei.

Die Europäische Akademie zur Erforschung von Folgen wissenschaftlich-technischer Entwicklungen veranstaltet am 13./14. März 1997 in Bad Neuenahr-Ahrweiler einen wissenschaftlichen Workshop zum Thema "Politikberatung und Technikfolgenabschätzung". Ziele sind die Präzisierung thematischer Aspekte im Umgang mit Technikfolgen, die vergleichende Diskussion einschlägiger konzeptioneller Vorschläge aus Technikfolgenabschätzung und Ethik, Aufdeckung und Kritik ihrer Prämissen sowie die Analyse ihrer Problemlösungsfähigkeit in bezug auf Überschneidungen, Widersprüche oder Komplementaritäten.

Adressaten der Veranstaltung sind Interessierte aus Technologie- und Forschungspolitik, aus den einschlägigen Einrichtungen wissenschaftlicher Politikberatung, Wissenschaftler aus den Reflexionsdisziplinen Philosophie, Jurisprudenz und Sozialwissenschaften, aber auch Natur- und Ingenieurwissenschaftler und Vertreter aus der industriellen Praxis.

Background

Many countries are implementing changes to their domestic economies in response to the emerging global economy and the need to compete successfully within it. New Zealand is no exception to this trend but for historical reasons is already further down the track to economic reform than many other countries. New Zealand's economy has been re-engineered over the last ten years in three key areas:

In the economic environment the New Zealand dollar was floated, the country's financial markets were deregulated, subsidies were removed, inflation was reduced and taxation reforms were introduced with the emphasis of taxation on consumption instead of income.

In the industrial sector protection from international competition was removed, the labour market was deregulated, and attention was focused on quality, customer service and fostering neutrality between sectors.

In the large public sector the key changes were the corporatisation and privatisation of Government trading activities, financial management reform, the devolution of managerial responsibility, improved incentives for performance, sound human resource management, and better financial performance.

Radical changes to Science and Technology Policy

New Zealand's public science and technology policy has been radically changed as part of this re-engineering process through the development of strategic priorities for science and technology and the allocation of public funds to meet those priorities on a competitive basis. New methodologies have been devised to assess these priorities - in itself a unique development - and new organisations established to manage the 'purchase' of science and technology. Government funded research and development institutions were restructured into a series of Crown owned companies with sharp emphasis on customer focus and business ethics. Special provision was made for the basic sciences, scholarship and training and to encourage participation in science and technology and the protection of the special knowledge base and mana of New Zealand's indigenous Maori people. Funds previously 'ring fenced' by departmental votes were centralised and made available through contestability and tendering to all research providers.

These changes have led to improvements in efficiency, stronger links between the public and private sectors and many other benefits, attracting widespread interest from the international community.

The Workshop

The Wellington Workshop on Science and Technology Policy, hosted by Victoria Link Ltd in association with the Commonwealth Partnership for Technology Management (London), and key New Zealand Science & Technology organisations, will enable senior science managers, fund allocators and policy makers to examine these reforms for themselves. Delegates can contribute their own experiences with colleagues from around the world and discuss the opportunities and hazards that policy reform may present with local managers and scientists. The emphasis of the Workshop will be on interactivity, and the exchange of participants' own perspectives will be an important part of the event.

The Workshop will open in Wellington with presentations on the background of the reforms over the last ten years. Participants will then have the opportunity to discuss fundamental parts of the New Zealand reforms at a series of general sessions preceded by short presentations from key proponents of the changes. A critical analysis of the results in New Zealand, involving Workshop participants, and the experiences of other countries will also be presented.

Workshop participants will examine a broad range of issues of relevance to science and technology policy development and management, through the programme's discussions and general sessions.

In addition to discussing the thinking behind the re-organisation of New Zealand and other countries' science and technology policies and the resulting changes that have been made, an important part of the Workshop will be the opportunity presented for participants to see how the reforms in New Zealand have been implemented in practice at the operational level through site visits. A choice of three itineraries has been arranged for participants in the second half of the Workshop, during which they will visit a number of sites to discuss policy management, funding and other issues with local managers and scientists. Visits to Research Institutes will concentrate not on the science activity but on management systems and interrelationships.

Each group will be accompanied by a Workshop host familiar with science and technology in New Zealand. At the conclusion of the visits all three groups will travel to Auckland, New Zealand's largest city and principal manufacturing and trading centre, for the final session of the Workshop.
