EuroChinatel, the first Euro-Chinese Conference on the Information Society will be held in Beijing, China, from 2 to 4 April 1997. Organized by AsiaCom, with the support of the European Commission and the Chinese State Science and Technology Commission, EuroChinatel will focus on telematics multimedia applications for education and healthcare.
The event will facilitate contact between those involved in education and training and healthcare, and decision-makers and technology developers, allowing exploration of the latest technological developments in the fields of tele-education, tele-training, telemedicine and health telematics.
EuroChinatel will provide an overview of European and Chinese state-of-the-art telematics systems and research programmes. Contributions will concentrate on the potentials of products and product-oriented, leading-edge European and Chinese IT developments, against the background of the People's Republic of China. Institutional policies in telematics for healthcare and education will be presented by senior officials from both sides.
The conference will be conducted in English and Chinese.

OBEC'97 - Overcoming Barriers To Electronic Commerce
Malaga, Spain, 21 - 25 April 1997
A conference on "Overcoming Barriers to Electronic Commerce", OBEC'97, will take place in Malaga, Spain, from 21 to 25 April 1997. The conference is being organized by EUMEDNET, a group of industry and academic teams trying to promote the commercial use of the Internet in Europe and the Mediterranean countries through research, training and awareness campaigns.
OBEC'97 will bring together experts, researchers, entrepreneurs and policy makers with the aim of examining the various barriers to the use of information highways in Europe and the Mediterranean countries (linguistic, legal, cultural, technical, etc.) and how best to surmount them.
The objectives of the conference are to:
EBETEMA, an academic Euroconference on "Barriers to electronic trade in Europe and the Mediterranean Area", supported by DG XII of the European Commission, will take place in parallel to OBEC'97.
Other parallel events include an art exhibition, "The information Society is made for human beings", and a public showroom, "Tools for electronic commerce".

Sustainable Technologies for Efficient Energy Production

The second EUREKA Brokerage Event for sustainable technologies for efficient energy production (STEEP 2) will be held in Budapest, Hungary, on 24 and 25 April 1997. The event is organized by ETSU, on behalf of the UK EUREKA Unit.
EUREKA aims to facilitate collaborative RTD projects between European companies, research and technology organizations and higher education institutes. Brokerage events such as STEEP 2 are focused on the formation of strong collaborative RTD projects and partnerships.
STEEP 2 aims to build on the strong foundations of the first event, held in 1994, in which over 150 delegates participated. The event will have a short plenary session, following which a series of workshops will be held, focusing on the needs of the participants. Areas which will be covered include technologies for energy production from solid fuels (coal, wastes, biomass, etc.) and from hydro sources.
The event will be conducted in English.

Bevölkerungswachstum und das damit verbundene Ansteigen der industriellen Produktion führen dazu, daß die Umwelt immer stärker in Anspruch genommen wird. In vielen Bereichen ist die Grenze der Belastbarkeit erreicht, in einigen bereits überschritten. Es gehört zu den Aufgaben der Helmholtz-Zentren, durch ihre Aktivitäten dafür zu sorgen, daß die wissenschaftlichen und technischen Grundlagen geschaffen werden, um Gesundheit und Existenzgrundlagen des Menschen zu sichern sowie den zivilisatorischen und technischen Fortschritt langfristig zu gewährleisten.
Die Mehrheit der in der HGF zusammengeschlossenen Forschungszentren setzt unterschiedlich große, in jedem Fall aber signifikante Teile ihres Budgets und ihrer personellen Kapazitäten für die Umweltforschung ein. Elf der insgesamt sechzehn Helmholtz-Zentren haben sich zu einem Forschungsverbund Umwelt zusammengeschlossen. Ziel dieses Verbundes ist die Bündelung des in den beteiligten Forschungszentren vorhandenen fachspezifischen Potentials und dessen Anwendung auf umweltpolitisch wichtige Programmschwerpunkte.
Die Forschung zum Schutz und zur Sanierung von Gewässern, über die in der Tagung berichtet wird, konzentriert sich in den Zentren GKSS, GSF und UFZ. Die Vorträge befassen sich u.a. mit Sanierungskonzepten, neuen Überwachungstechniken und ökotoxikologischen Bewertungsverfahren im Bereich von Seen, Grundwasser und Flüssen und Küstenregionen, wobei ein Vortrag auch dem europäischen Rahmen gewidmet ist. Zu Beginn wird ein Überblick über die "Umwelt- und Gewässerforschung in der Helmholtz-Gemeinschaft" gegeben, den Abschluß bildet eine Podiumsdiskussion zum "Gewässermanagement in der modernen Industriegesellschaft - ein Forschungsdefizit?".

Das virtuelle Unternehmen.
Informationstechnologie und Arbeitswelt in Europa

Nach einer Studie des US-Instituts for a New California sind bereits 51 % der Berufstätigen im Informationsbereich beschäftigt. Typisches Charakteristikum der 'Wissensarbeiter' sei, daß sie häufig mit einem Computer arbeiten, in flexiblen Organisationen beschäftigt sind und ihre Aufgaben meist im Team erledigen.
Diesseits des Atlantiks ist das noch Zukunftsmusik. Telearbeit ist z.B. in Deutschland vergleichsweise wenig verbreitet. Und doch hat man gegenwärtig den Eindruck: Die Zukunft der Telekommunikation hat auch hierzulande begonnen. Immer mehr Unternehmen schließen sich an globale Informationsnetze an und setzen darüber Produkte kostengünstig ab. Dabei verlieren im 'globalen Dorf' räumliche Entfernungen für die Weitergabe und Verarbeitung von Informationen an Bedeutung.
Unternehmen tragen dieser Entwicklung z.B. dadurch Rechnung, daß sie ihre Strukturen als 'virtuelle Unternehmen' reorganisieren. Die Konzentration auf Kernkompetenzen macht die Kooperation mit anderen rechtlich unabhängigen Unternehmen notwendig. Zum Zweck eines gemeinsamen Geschäftsabschlusses und durch intensive Nutzung moderner Informations- und Kommunikationstechnologien vernetzen sie sich für die Dauer eines einmaligen Wertschöpfungsprozesses. Virtualität bedeutet, daß ein Betrieb gar nicht mehr auf Dauer stabil 'gebaut' ist, sondern sich - zusammen mit anderen - seine Ressourcen projektbezogen zusammenstellt. Ist der Geschäftszweck erfüllt, kann das virtuelle Unternehmen wieder aufgelöst werden.
Ein völlig neues Verständnis von Arbeit entsteht. Das Modell der Industriegesellschaft zerfällt. Acht Stunden am Tag abhängig beschäftigt in Fabrik oder Büro - die wenigsten neuen Jobs fallen in diese gewohnte Kategorie, Freelancer, Ein-Personen-Unternehmen, gewinnen an Bedeutung, die ihre Arbeitskapazität selbständig im virtuellen Verbund anbieten.
Das mit dieser Entwicklung aber nicht nur Chancen für neue Beschäftigung gegeben sind, liegt auf der Hand. Probleme ergeben sich sowohl durch die klein- und kleinstbetriebliche Zersiedelung als auch durch die Verflachung und Verwischung der Berufsbilder. Aber auch die verschwindende Fähigkeit, eng mit anderen zusammenzuarbeiten oder der blockierte Erfahrungsaustausch durch Isolation am Telearbeitsplatz werden von Kritikern ins Feld geführt. Ganz zu schweigen von der Frage, ob neben dem digitalen künftig auch noch ein soziales Netz für die neuen Selbständigen vorhanden ist.
Eines scheint sicher: Die neuen Informations- und Kommunikationstechniken werden unseren Arbeitsalltag revolutionieren. Zahlreiche Arbeitsplätze werden wegfallen, aber ebenso werden neue dazukommen. Es ist an der Zeit, sich darauf zu konzentrieren, wie möglichst viele Menschen von den neuen Arbeitsverhältnissen profitieren können.
Der Diskussion dieser Perspektiven ist diese Tagung der Evangelischen Akademie Tutzing gewidmet.

Human Dimensions of Global Environmental Change

The 1997 Open Meeting of the Human Dimensions of the Global Environmental Change Research Community will be held at the International Institute for Applied Systems Analysis (IIASA) in Laxenburg, Austria, on 12 - 14 June 1997.
The meeting is being sponsored by IIASA and the Social Science Research Council (SSRG), with co-sponsorship from DG XII (Science, research and development) of the European Commission, the European Science Foundation (ESF), the International Human Dimension programme of Global Environmental Change (IHDP) and the Austrian Ministry for Science and Transport.
The purpose of the meeting is to bring together the growing human dimensions research community in order to promote exchanges of information on current research, teaching and outreach. It also aims to encourage networking in this new field and to attract social scientists, humanists and others not previously involved in human dimensions work. There will be special plenary sessions on leading issues in this field (health, attitudes and behaviour, industrial transformation, business and trade, integrated assessment, environmental governance, environmental security), followed by numerous small group sessions.

Strategien einer nachhaltigen Entwicklung

Wirtschaft und Gesellschaft können auf Dauer ökologischen Mindeststandards nur genügen, wenn die verschiedenen Teilprobleme der Energienutzung adäquat gelöst werden. Diese komplexe Aufgabenstellung erfordert interdisziplinäre Forschungsansätze. Wie bei den bisherigen Symposien des Zentrums für Umweltforschung sollen deswegen die verschiedenen Aspekte des Themenkomplexes "Energie und Umwelt" aus dem Blickwinkel unterschiedlicher Disziplinen beleuchtet werden. Hierzu konnten renommierte Wissenschaftler und Experten aus der gesamten Bundesrepublik als Referenten gewonnen werden.
Themen der Referenten sind u.a. Energiebedarfsentwicklung und Sustainable Development, Auswirkungen der Nutzung fossiler Energieträger auf die Umwelt und ihre Perspektiven für die Zukunft, ökologische Steuerreform, Zukunft der Kernenergie unter Umwelt- und Risikoaspekten, Potentiale regenerativer Energien, Liberalisierung der Energiemärkte.

'Differences in "Styles" of Technological Innovation'

The Fourth International Conference in Advances in the Sociological and Economic Analysis of Technology (ASEAT) series is to be held at the Manchester Conference Centre, UMIST between the evening of Tuesday, 2nd September 1997 and late afternoon Thursday, 4th September, 1997.
There is at first sight an apparent tension between the so-called 'globalisation' of innovative practices and processes, and the persistence of substantial differences in the 'styles' of innovation observed in firms and other forms of research organisations. 'Globalisation' suggests the diffusion of best innovative practice among firms worldwide, while 'styles' suggest that differences in innovative practice do exist even among firms that operate as multinationals. How do we explain these differences? Are they best explained by using the 'National Systems of Innovation' approach which focuses upon national innovative resources and national institutions? Are 'styles of innovation' specific to a particular sector, which may itself be global? Do industrial regions or 'districts' that may span national boundaries create their own 'styles of innovation'? Are firm-specific factors major determinants of innovation 'styles'? What is the role of global alliances in creating 'styles' of innovation? Do these styles have a bearing on relative competitiveness?
Research into these different innovation 'styles' in firms provides a rich source of knowledge and expertise for those working in the innovation area. Thus, the conference seeks to highlight and discuss these different 'styles' in all their variety.

School Education in the Information Society

An international conference on "School education in the Information Society" will take place in Crete, Greece, on 17 - 19 September 1997. The conference is being organized by the Lanbrakis Research Foundation and the European Distance Education Network and is supported by the European Commission.
This second "Open Classroom" conference will look into changes in the structure and content of school education brought about by the continuing progress of information and communication technologies and the application of flexible (open and distance) learning. A wide range of topics will be addressed. Papers are invited in the following four areas:

The "ONLINE EDUCA Berlin" International Conference on Technology Supported Learning will take place in Berlin, Germany, on 29 - 31 October 1997. The conference is part of the ONLINE EDUCA series of conferences organized in cooperation with UNESCO and with support from the European Commission (DG XIII and DG XXII) and various regional and national telecommunications companies.
ONLINE EDUCA Berlin will address issues at the forefront of development in the telematic delivery of learning and the production and application of learning materials. It will bring together practitioners and developers, legislators and designers, and representatives from leading organizations in the field from all over the world.
This third annual conference will build on the success of previous conferences whilst introducing a number of new features, including expert panels, round-table discussions and company presentations and launch sessions.
