In einer gemeinsamen Presseerklärung des BMBF und des BMPT heißt es: "Der Rat für Forschung, Technologie und Innovation hat in seiner Sitzung am 5. Juli 1995 den Aufbau eines Hochgeschwindigkeitsnetzes empfohlen, das es den Forschungsinstituten und Universitäten in Deutschland ermöglicht, Computer mit einer Datenübertragungsgeschwindigkeit von 155 Megabit pro Sekunde miteinander zu verbinden. Dies ist eine Geschwindigkeit, mit der Multimedia-Anwendungen im Netz praktikabel werden."
"Wir verstehen", heißt es in der Erklärung weiter, "dieses Breitbandnetz nicht nur als eine Infrastrukturmaßnahme für die Forschung, sondern auch als eine Maßnahme von großer innovationspolitischer Bedeutung. Die Entwicklung des Internet, das bekanntlich aus den Wissenschaftsnetzen in den USA hervorgegangen ist, zeigt, daß Forschungsnetze im Hinblick auf die Entwicklung neuer Netztechnologien und neuer Anwendungen zugleich Vorreiter und Innovationsmotoren für sich öffnende kommerzielle Märkte sein können."

ZVEI und VDMA wollen beschleunigt in die Informationsgesellschaft

Die Verbände ZVEI und VDMA stellten am 31.7.1995 in Bonn einen 100-seitigen "Plattformbericht" vor, den Experten in den letzten Monaten für die Verbände erarbeitet haben. In dem Bericht finden sich an die Politik adressiert Empfehlungen und Forderungen, von deren Berücksichtigung die schnellere Verwirklichung der "Informationsgesellschaft" erwartet wird.

Umfassende nationale Initiative zur Informationsgesellschaft
Der Rat für Forschung, Technologie und Innovation beim Bundeskanzler trat am 5.7.1995 zusammen. In der entsprechenden Pressemitteilung heißt es u.a.: "Es wurde deutlich, daß auf allen Feldern ein akuter und vielfältiger Handlungsbedarf für Staat, Wissenschaft und Wirtschaft besteht und Deutschland nur durch eine umfassende nationale Initiative den Weg in die Informationsgesellschaft erfolgreich beschreiten wird. ...
Die endgültigen Ergebnisse der Beratungen und die erarbeiteten Empfehlungen werden Anfang September dem Bundeskanzler übergeben. Es wird erwartet, daß die Ergebnisse z.B. durch den geplanten Kabinettbericht Info 2000 der Bundesregierung und durch die Bund-Länder-Arbeitsgruppe Multimedia aufgegriffen werden. Als erste Maßnahme wird bereits jetzt vom BMBF eine zentrale On-line Informationsstelle (Server) bis September 1995 aufgebaut, bei der in Deutschland über Internet alle wichtigen Informationen und Hinweise zum Thema 'Informationsgesellschaft' abgerufen werden können."

Expertengremium zur Informationsgesellschaft berufen
Die Europäische Kommission hat eine "High Level Group of Experts on the Information Society" damit beauftragt, praktische Schritte zur schnellen und sozial akzeptablen Verwirklichung der Informationsgesellschaft zu untersuchen. Die Arbeit der Gruppe soll der Kommission helfen, geeignete Maßnahmen in bezug auf die sozialen Aspekte der Informationsgesellschaft, vorrangig im Bereich der Arbeit, zu ergreifen.

Information Society Forum tritt zusammen
Am 13.7.1995 trat erstmals das Information Society Forum, dem 124 Mitglieder unterschiedlicher sozialer und wirtschaftlicher Gruppen angehören, unter der Schirmherrschaft der Europäischen Kommission zusammen. Das Forum soll zu einer offenen Debatte über die sozialen und kulturellen Herausforderungen der Informationsgesellschaft beitragen, der Kommission Projekte zur Durchführung vorschlagen und jährlich einen Bericht zum Entwicklungsstand der Informationsgesellschaft vorlegen.

(IITSD) established
The Institute for International Training in Sustainable Development (IITSD) was recently established at The University of Tennessee. As a large land grant university, UTK has a diverse faculty with rich international experience in practical applications of science and technology to solving problems related to agriculture, resource management and economic development.
Sustainable development has become a goal and an organizational strategy for international development agencies, banks, and non-government organizations. In many cases staff of donor and recipient institutions lack specific skills necessary to plan and achieve sustainable development. University of Tennessee faculty with rich and diverse international experience have come together in IITSD to provide training in the variety of skills necessary to achieve sustainable development. The Institute is prepared to provide its services as an individual not for profit contractor or as a partner in consortia which include Washington based institutions and minority owned institutions. Training can be provided overseas, in Washington, D.C., in the Tennessee Valley and Southern Appalachians or in the front range and high mountains of Colorado.

Mission
The European Environmental Research Organisation (EERO) is dedicated to the development of a sustainable society and to supporting the improvement of Europe's economic and industrial performance in ways that protect human health and well-being, safeguard natural resources and enhance the quality of the environment globally.
Scientific Framework
The EERO programme covers all the sciences that bear on environmental problems. At present, the research, training and assessment activities concentrate on processes, impacts and remedial measures associated with all kinds of pollution, in urban, rural and marine environments. An increasing emphasis is being placed on activities concerned with education and research policy extending beyond pollution to include all sectors of environmental science.
Structure
The EERO became fully operational in 1990 as a non-profit making, non-political foundation. It is based on a Membership, now drawn from twenty-four European countries, of scientists elected in recognition of their outstanding contributions to environmental research, education of training.
The European Environmental Research Conference sets the strategy of the EERO and consists of representatives from national research councils and academies of science that contribute towards the present target budget of approximately 2.5 Million ECU per year.
The EERO secretariat, based in The Netherlands, is responsible for all aspects of managing the EERO programme and activities.
The EERO awards long-term post-doctoral fellowships for young scientists wishing to work in a European laboratory that is not in the applicant's home country. Candidates must hold a Ph.D. or anticipate receiving one before taking up an award.
The EERO also awards short-term fellowships for scientists who wish to initiate collaboration, learn newly developed techniques or use special facilities in a laboratory in another European country. Awards of up to three months' duration are available and are not limited to Ph.D.-holders.
The next deadlines for receipt of long-term fellowship applications are 31 August 1995 and 15 February 1996. Applications for short-term fellowships can be made at any time throughout the year and are decided upon soon after receipt of the completed form.

4. Internationale Sommerakademie
Am 14. und 15. September 1995 veranstaltet das Sekretariat für Zukunftsforschung im Wissenschaftspark Gelsenkirchen eine Tagung zum Thema "Telematic Cities - Perspektiven nachhaltiger Stadtentwicklung". In der Einladung heißt es:
"Tiefgreifende Krisen der Industriegesellschaft und konkurrierende Leitbilder prägen die Stadt am Ausgang des 20. Jahrhunderts. Die Stadt ist in besonderer Weise eine entscheidende Schnittstelle für die technische und soziale Gestaltung der Informationsgesellschaft. Ihr Lebensraum bietet als Wohnort, Arbeitsplatz und kulturelles Zentrum ein einzigartiges Erprobungs- und Handlungsfeld für die telematischen Systeme, die immer mehr Lebensbereiche vernetzen.
Mit der Sommerakademie "Telematic Cities" - Perspektiven nachhaltiger Stadtentwicklung" sollen einerseits unterschiedliche Ansätze und Entwicklungsstrategien europäischer Städte dargestellt und diskutiert werden. HDP-Symposium: Global Change, Local Challenge

International Conference "Research policies for Europe's
future: strategies and perspectives"
The Observatoire des Sciences et des Techniques (OST, Paris), the Science Policy Research Unit (SPRU) at Sussex University and Nature (the international scientific journal) are jointly organising an international Conference entitled: "Research policies for Europe's future: strategies and perspectives" to be held in Paris on 28-29 September 1995.
Science policy is going through a tremendous upheaval both in national governments and the EC. In many cases academics are trying to understand the new processes at work, while policy makers are facing new sets of problems to do with globalisation, intellectual property and the evolution of the European science system alongside existing national systems. In some countries, this is leading to a reappraisal of the orientation of these policies in institutions. Furthermore, the concept of a European strategy in research and technology needs to be explored.
The Conference objectives are:
to provide a rigorous detailed analysis of the current positions and strategies of European states and institutions - i.e. Where are we now?
to focus on selected policy relevant questions so that the Conference may produce specific ideas - i.e. What can be done?
to provide an opportunity for European research policy makers and academics working in the field of science and technology policy to have fruitful exchanges about key issues and problems - i.e. How can we work together?
The conference will be conducted in French and English, with simultaneous translation.

Das Bayreuther Institut für Terrestrische Ökosystemforschung (BITÖK) der Universität Bayreuth veranstaltet vom 6. - 8.10.1995 zusammen mit der Studiengruppe Entwicklungsprobleme der Industriegesellschaft STEIG e.V. im Wissenschaftszentrum Schloß Thurnau die o.g. Tagung.
Fragen, die im Zentrum der Tagung stehen, sind:
- Was verstehen wir unter Ökologie, welchem Wandel ist dieser Begriff unterzogen, welches ökologische Wissen wird von welchen natur- und gesellschafts-wissenschaftlichen Disziplinen gebraucht?

FTU-Kurs: Thermische Abfallbehandlung
Heiß ist die Diskussion über die Nutzung der thermischen Abfallbehandlung. Im Vordergrund steht dabei nach wie vor das Risiko der Umweltbelastung, die dringend notwendige Lösung des Entsorgungsproblems tritt in den Hintergrund. Das Fortbildungszentrum für Technik und Umwelt (FTU) des Forschungszentrums Karlsruhe möchte mit einem zweitägigen Seminar zur Versachlichung der öffentlichen Kontroverse beitragen. Die Veranstaltung gibt eine umfassende Darstellung des gesamten Gebiets der thermischen Abfallbehandlung. Sie geht von den technischen Gegebenheiten aus, behandelt die gesetzlichen Grundlagen und Rahmenbedingungen und stellt die verschiedenen Verfahrensvarianten dar. Dabei wird insbesondere deutlich gemacht, daß beim heutigen Stand der Technik die thermische Müllbehandlung in modernen Anlagen als Schadstoffsenke und nicht als Schadstoffquelle anzusehen ist. Das Seminar wendet sich nicht nur an Planer und Betreiber von Müllverbrennungsanlagen, sondern auch an Immissionsschutzbeauftragte, Umweltanalytiker, Mitarbeiter von Aufsichts- und Genehmigungsbehörden sowie von Entsorgungsunternehmen.
Der Kurs findet vom 09. - bis 10.10.1995 im Fortbildungszentrum für Technik und Umwelt des Forschungszentrums Karlsruhe in 76344 Eggenstein-Leopoldshafen statt.

COST Interaction Conference in Basel
Unter dem Titel "The Contribution of Science and Technology to the Development of Human Society" findet vom 9. bis 11. Oktober in Basel eine Konferenz des COST Programmes statt. Schwerpunktthema ist die Bewertung des Beitrages von Wissenschaft und Technik - insbesondere im Rahmen der COST-Projekte - zur Entwicklung der Gesellschaft und zur Verbesserung der Lebensqualität.
Die Konferenz besteht aus 3 Symposien:
"The reasonable exploitation of Earth's resources,"
"The development of new processes, products and services,"
"The human dimension of science and society."
Eingeleitet wird die Konferenz mit einer Sitzung zu den Hauptaspekten der gemeinsamen europäischen Forschung. Danach finden Parallelsitzungen statt, die eine Interaktion der verschiedenen vertretenen Wissenschaftsdisziplinen fördern sollen. Die Abschlußsitzung ist einer Diskussion über die künftige Zielrichtung von COST und gemeinsamer europäischer Forschung gewidmet. Ein vorläufiges Programm ist bereits erhältlich.

Around fifty experts from fourteen NATO Countries, East and Central European countries (partnership for peace countries) and other countries will meet in a NATO Advanced Research Workshop from 12-15 October in Budapest to discuss issues of knowledge and technology transfer and forecasting.
Experts will discuss these issues especially in relation to key technologies such as laser technology, biotechnology and information technology. Other sessions will review experiences in technology foresight in different countries.
The workshop will provide a forum for multilateral and international exchange of information. Important questions to be discussed throughout the workshop are:
What lessons can be learned from a historical perspective of knowledge and technology transfer and forecasting activities?
What are the perspectives for international co-operation in fields of key-technologies?
How can knowledge transfer, technology flow and technology forecasting activities have an effect on the international co-operation / competition in technology?
How can technology assessment and forecasting help policy makers to select more efficient technologies for the future?
The NATO Advanced Research Workshop will be jointly organised by the International Association for Technology Assessment and Forecasting Institutions (IATAFI) and the Hungarian Innovation Research Center (IKU).

GI-Kongreß: Mobilität durch Telematik findet im
Oktober in München statt
Die Gesellschaft für Informatik (GI) ist Hauptveranstalter des Europäischen Informatik-Kongresses, der unter der Überschrift "Mobilität durch Telematik - Chancen für die Wirtschaftsstandorte Deutschland und Europa" am 16. Oktober in München stattfindet. Die Zielsetzung des Kongresses beschreibt der Veranstalter u.a. wie folgt: "Verkehr trägt zu den Umweltproblemen bei und erschwert eine nachhaltige, umweltverträgliche Entwicklung. Ziel ist der Erhaltung und Verbesserung der Mobilität unter Berücksichtigung bestehender Schranken und Randbedingungen. Entscheidend für eine tragfähige Lösung ist der Einsatz von Informations- und Kommunikationstechnik. Durch die Nutzung der Telematik läßt sich der Transport von Personen und Gütern teilweise reduzieren und teilweise durch den Transport von Informationen und Daten ersetzen. Ferner läßt sich auch der Verkehr selbst durch Telematik effektiver gestalten (...). Auf dem Kongreß werden hierfür heutige und künftige Systemlösungen aufgezeigt."

First Annual International Conference on Sustainable Development
The First Annual International Conference on Sustainable Development will be organised by the International Environmental Council on Environmental Remediation, Conservation of Biological Diversity, and Sustainable Development from October 17-21, 1995 at the Concordia College Campus in Portland, Oregon, USA. The Conference will be the first in a series involving business leaders, scientists, educators, political, and citizen leaders from different countries. The conference will focus on the problems of dwindling environmental resources in industrial societies and developing countries. The lessons learned from the models of sustainable development in Russia, Germany, and the United States will be reviewed. Creative and innovative technologies and solutions to environmental challenges will be presented by the international participants.
The concept of sustainable development will be discussed as an evolutionary process whose success requires (1) local, regional, and international involvement; (2) cooperative decision making; (3) essential responsibility for individual and corporate stewardship of natural resources; and, (4) an appreciation of religious, political, and economic differences of various peoples.
According to the tentavive conference agenda, six sessions will take place with the following topics:

Das Informationszeitalter wirft einige neuartige Rechtsprobleme auf, beispielsweise bezüglich des Schutzes geistigen Eigentums. Diese Probleme sind Gegenstand der Jahrestagung "Information als Wirtschaftsgut - Management und Rechtsgestaltung" der Gesellschaft für Recht und Informatik, die am 10. und 11. An international conference on distance learning, "ONLINE EDUCA BERLIN" will take place in Berlin on 24-25 November 1995. It is organized by ICEF (International Consultants for Education and Fairs), with the support of Mr. Martin Bangemann, Commissioner for Industry, Information Technology and Telecommunications, and the Secretary General of the Council of Europe.

FTU-Kurs: Abfallwirtschaft und Abfalltechnik
"Abfallwirtschaft hat Zukunft" signalisiert die Entwicklung auf dem Entsorgungsmarkt. Das Fortbildungszentrum für Technik und Umwelt (FTU) des Forschungszentrums Karlsruhe vermittelt mit einem zweitägigen Kurs einen aktuellen Überblick zum Mengengerüst der Abfallwirtschaft, zum Stand der Technik und der Organisation der Abfallentsorgung, zur Gesetzgebung und zu den Durchführungsverordnungen sowie zu umweltgerechten Entsorgungsstrategien. Der Kurs wendet sich an Fachreferenten und Abfallberater kommunaler Körperschaften, Mitarbeiter von Genehmigungs- und Überwachungsbehörden, Abfallbeauftragte in Gewerbebetrieben, an der Thematik interessierte Politiker, Journalisten und Verbandsvertreter.

EITC '95: European Information Technology Conference and Exhibition
The European Information Technology Conference (EITC) is a major event in the European information technologies (IT) calendar. This year, EITC is scheduled to take place on 27-29 November in Brussels. Its main theme will be "Managing change" and it will be complemented by an exhibition that will run concurrently at the Palais de Congres in Brussels. It is organized by DG III (Industry) of the European Commission.
The conference will give business leaders, public administrators, researchers and individual citizens the opportunity to explore the latest information technologies, and to debate the wider issues and future directions of the information society.
The first part of the conference is devoted to strategic technological issues, and provides a platform for the exchange of information on leading-edge technologies and on the Information Technologies R&D programme. The second part addresses broader issues relating to the emergence of the information society, taking as its focus the application of IT across industrial sectors.
The conference culminates in a high-level IT Forum involving eminent political and industrial leaders.
The exhibition will be designed to illustrate the developments of the information society, highlighting the opportunities, benefits and new working practices which are associated with these developments. It will focus on three different environments: IT for individuals, IT for enterprises, and IT for the public sector.
Visitors will also have the opportunity to "surf" on the World Wide Web, accessing in particular a number of demonstrations illustrating the results produced by IT projects.
Commissioner Bangemann will host the presentation of the "IT European Awards" on the afternoon of 29 November.

Tagung Informationsgesellschaft und Demokratie
Vom 19. - 21.1.1996 soll in Hamburg eine groß angelegte Konferenz zur Informationsgesellschaft stattfinden. Träger der Veranstaltung sind u.a. das SPD-Wissenschaftsforum, die IG Medien, die Deutsche Postgewerkschaft, der Bund demokratischer Wissenschaftlerinnen und Wissenschaftler. Demokratiepolitische Fragen sollen im Mittelpunkt der Tagung stehen, "die sich kritisch mit vorhandenen Trends auseinandersetzt ... und schließlich Vorstellungen über zukünftige Entwicklungen in Sachen 'Informations- und Mediengesellschaft' entwickelt" (aus der Konferenzankündigung im WWW; zu erreichen über http://staff-www.uni-marburg.de/~rillingr/akt/aktigpll. html). Vom 9. bis zum 11. September 1996 findet in Abbaye de Fontevraud im Loiretal eine internationale Konferenz zum Thema "Environment, Long-Term Governability and Democracy: 21st Century Prospectives for the Environment" statt. Veranstaltet wird die Konferenz von einer ganzen Reihe von Organisationen, darunter dem französischen Umweltministerium, der World Future Studies Federation, dem CNRS und dem "Centre de Prospective et de Veille Scientifique", das derzeit die Konferenz vorbereitet. Die Konferenz wird je zur Hälfte aus Workshops und Plenarsitzungen bestehen und hat folgende Ziele:
- "taking stock of the 'prospective' researchs, works, and methodologies currently being carried out on environment worldwide ("Foreseeable Futures");
- critically comparing options and proposals for desirable futures in this field and the means to reach such objectives - especially through changes in decision criteria ("Desirable Futures");
- and, finally, addressing the question of a long-term environmental management which is in accordance with democracy, notably in the light of recent experiences (at national and international levels) ("Governable Futures")."
The Conference will
- assess or update what is known today about the long-term needs concerning environmental issues (what new topics will emerge over the next decades? Will the 21st century problems be the same as today?);
- compare the long-term approaches and time scales used in different scientific disciplines such as economics, life sciences, biology, social sciences, philosophy or the political sciences;
- discuss and confront images and proposals drawn up by the various actors about the desirable environmental futures - be they from the North or the South, from private firms, political bodies, the public sector or NGO ...;
- and, finally, think about the most effective means and institutions able to take into account both long-term requirements and democracy, in dealing with environmental issues.
