that should be understood if climate change and human development ethics

3rd Conference on adaptation to
climate change in developing countries

The last two years several Dutch humanitarian and development NGOs
organised a conference on adaptation to climate change in developing
countries. Goal of the conferences was to share experiences on adaptation
of NGO practitioners, scientists, government officials and companies and to
forward thinking on adaptation practice. By workshops focussing on themes
(e.g. water, health, disasters) and regions (e.g. Africa, South-East Asia)
we explored the impacts and consequences of climate change for developing
countries. This year, with Copenhagen just one and a half week away, we'll

This conference will focus on the “other” third of the
world—the energy oppressed poor (EOP)- afflicted by energy access
problems. Two thirds of the world, located in developed and advanced
developing countries, are high energy users while the other one third of
the world, located primarily in the developing world, are low energy users.
While the use of hydrocarbons by the high energy world is responsible for
global warming and has led to the peaking of oil, the biomass-based fire of
the other one third presents cognate energy problems. Black soot emitted by
imperfect combustion of biomass creates indoor pollution causing the annual
death of a million and half persons, primarily women and children. In
addition, black soot in the atmosphere has recently been identified as a
significant source of global warming. In addition to causing radiative
forcing, black soot also interferes with the albedo effect in the ice clad
regions of the world.

is contributing to the development of guidance for accounting and reporting
of GHG emissions and compiling methodologies that are appropriate for

inherent in the data used for emission inventories may affect their
credibility and the acceptability of assertions of GHG emission reductions.
The uncertainty of an oil & gas company’s GHG emission inventory
or of its quantified emission reductions is determined by the uncertainties
of the estimates of their key contributing sources. In turn, each of these
emission source uncertainties depends on the availability of sufficient
data and our ability to measure emissions and properly account for their

Climate Change can be viewed as a cycle with four phases: economic

A great deal of specialized research was conducted for each phase of the
cycle. That research refers to the forecasts of the previous phase and
feeds its own forecasts to the next. There exist thus four critical
interfaces. The main purpose of this symposium is to explore those
interfaces. To that end, it will forward the collective understanding of
each phase and allow the specialists of each phase to express what type of
data and forecasts they need from the previous phase and what they can
supply to the next. This will facilitate the development of a coherent view

The workshop offers a state-of-the-art overview on the efforts to
transform agriculture over a generation time (around 25 years) and to
achieve major reductions in the emissions of greenhouse gases. Interactions
of such transitions in agriculture with future patterns of land use are

scientific understanding on such interactions are formulated. Emphasis is
